We provide management support to international institutions, such as the European Commission (EC), the European Investment Bank (EIB) and EU bilateral donors. Stantec Framework Contracts Unit

Stantec’s Belgium office is also the hub of the Framework Contracts (FWC) activities managed in collaboration with the above-mentioned international institutions EC and EIB. As of today, we are currently managing more than 15 different FWC (including FWC SIEA as Consortium leader for Lot 2) and we have been selected for the renewal of the FWC SEA to lead at least 3 Lots as leader covering sectors such as climate change, sustainable energy, agriculture and digital.

Job description

In a fast-paced environment, you will be actively managing the whole cycle of the request processing, from the TORs understanding and CV selection to the offer submission. You will be reporting to the FWC Leader.

As FWC Manager, we are expecting you to bring dynamism and continuous willingness to succeed, by applying a positive and structured approach in the management of the “Requests for services” (RfS), being accountable for the submission of offers for each individual assignment to the client following sign-off by the FWC Leader and the Project Director.

Tasks and responsibilities

Under the supervision of the FWC Leader, the FWC manager will lead the management of individual “Requests for services” and cover the following tasks:

  • Coordination of efficient communication with clients, partners, and experts.

  • Coordination of the methodology preparation process; liaise with the Technical Lead and Quality Controllers to ensure high level quality standard of the final output.

  • Active contribution in the technical proposal

  • Preparation of the budget for each request, ensuring that the financial proposal complies with the eligibility criteria.

  • Identification of high-quality experts and tailor CVs for specific assignments; negotiation and agreement on working conditions with the experts.

  • Support the preparation of annual reports for the clients.

Qualifications:

Applicants should as a minimum have the following qualifications and skills:

  • A relevant degree with a minimum of at least 3 years of relevant experience.

  • Understanding of EU technical assistance projects with an external aid focus; experience managing FWC requests would be a strong asset.

  • Analytical skills to identify the specifics of the requests (expertise and methodology)

  • Proven sector experience and knowledge and capacity to draft and contribute to proposal

  • Experience in CVs screening and assessment

  • Strong skills in planning and capacity to undertake several requirements simultaneously.

  • Experience in budget preparation.

  • Adaptability and resilience: ability to work under strict deadlines and pressure, with hands-on problem-solving skills.

  • Excellent knowledge of English and French (both spoken and written).

  • Good drafting and reporting skills: ability to synthesize and structure information, convey clear messages.
