The primary purpose of this position is established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is limited to 36 months. Responsibilities DUTY 1 Performs career broadening assignments as Occupational Safety Manager. DUTY 2 Career broadening assignments involve providing guidance and management advisory services on a variety of occupational safety issues. DUTY 3 Career Broadening assignments involve assisting management of the occupational mishap investigation program to help broaden program management skills. DUTY 4 Performs Career Broadening assignments involving planning and providing oversight and technical expertise for the implementation of comprehensive safety education activities. DUTY 5 Carries out special projects and assignments designed specifically to meet the broadening intent of the position. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. Safety and Occupational Health Management Series 0018 (opm.gov) BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-12 (or higher) level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 4. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. 6. Ability to plan, organize work, and meet deadlines. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
