Purpose

Ketchikan Indian Community (KIC) job descriptions are a management tool to help organize duties and provide employees with the employer’s expectations with regard to a specific job classification. Job Summary

Incumbent will provide employment-focused support services, including vocational rehabilitation services, to eligible individuals and tribal members under the supervision of the Vocational Rehabilitation Coordinator, including but not limited to preliminary and situational assessment, job-search and/or placement assistance, job readiness training, on-the-job evaluation and support, customized employment, and general employability skill-building. Incumbent will adhere to KIC’s and DVR’s policies and procedures, and carry out all assigned processes to facilitate effective and efficient work flow. The incumbent will carry out service delivery, report writing, documentation, and tracking of services provided and will provide information as requested to maintain continuity between KIC systems organizational partners, and employers. Incumbents must demonstrate exceptional customer service skills, employing patience, empathy, and skillful guidance in working with service recipients, tribal members, and the general public.

As a KIC’s Education and Training Department representative, the incumbent will be held to the highest standards of professionalism and excellence in providing support services and coordinating with service recipients, community and business partners, and other stakeholders.

Essential Employment Support Specialist Job Functions:

PROVIDES SERVICES BY:

  • Upholding policies, procedures, and protocols for the operation of KIC’s Career Development service program;

  • Following all provisions of KIC’s Community Rehabilitation Provider agreement in conjunction with the Alaska Division of Vocational Rehabilitation;

  • Following best practice standards for supportive employment services;

  • Evaluating and assessing participants’ strengths, skills, barriers, aptitudes, and interests to determine potential successful placements and needs for service;

  • Facilitating and maintaining a positive and effective working relationship with the Ketchikan office DVR staff, employers, and other partner organizations to assist program success;

  • Processing and maintaining records of service documentation, including service authorizations, reports, and invoicing;

  • Gathering information and reporting as required, including services provided, number of clients served, number of clients employed or placed, number and type of authorizations for services, services billed, invoices paid, and other related data;

  • Establishing and maintaining open communication with community and business partnerships to facilitate opportunities for service recipients;

  • Promoting available services and resources to Tribal members, eligible recipients, community partners, and other stakeholders.

OBTAINS ASSISTANCE FOR CLIENT BY:

  • Referring him/her to community resources;

  • Arranging external appointments, when appropriate;

  • Monitoring planned actions as determined by the individualized plan.

IDENTIFIES ACTUAL AND ANTICIPATED EMPLOYER REQUIREMENTS BY:

  • Establishing personal rapport with potential private and public employers to understand the needs of the employer;

  • Maintaining partnerships with employers to hire and train tribal members;

  • Communicating with employers about expectations and service recipient performance;

  • Establishing hiring criteria with the employer.

MAINTAINS PRODUCTIVITY BY:

  • Organizing and completing service documentation in a timely manner.

  • As requested, report data or information to the Vocational Rehabilitation Coordinator and/or Education and Training Director.

CONTRIBUTES TO TEAM EFFORT BY:

  • Contributing to an open and communicative environment by seeking supervisor feedback and support and engaging appropriately and respectfully with all co-workers and stakeholders;

  • Participating in the appropriate committees and other workgroups;

  • Participating in the necessary training for DVR and employment staff;

  • Filling in for service providers as needed;

  • Responding promptly and professionally to requests for information or changes to the performance of services;

  • Performing other related duties as directed by supervisor.

MAINTAINS PROFESSIONAL AND TECHNICAL KNOWLEDGE BY:

  • Completing all required training, approvals, and certification to provide VR and employment support services;

  • Staying apprised of best practices, methods, and techniques;

  • Attending vocational rehabilitation or supported employment-related conferences, training, events, and sponsored activities.

    KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of vocational rehabilitation services and supported employment techniques and methods;

  • Knowledge of computer application skills - word processing, database management, and spreadsheet programs;

  • Ability to assist in educational and vocational or transition planning, including the identification of needs, necessary supports, and available resources;

  • Ability to establish and maintain strong, positive working relations with peers, co-workers, service recipients, business partners, community stakeholders, and the general public;

  • Ability to exercise sound judgment in directing and assisting individuals toward self-sufficiency;

  • Ability to utilize the maximum degree of professionalism and diplomacy with those who may be experiencing a high degree of stress, both mentally and physically (clients, co-workers, & community members);

  • Ability to gather, assemble, and analyze facts, draw conclusions, and devise solutions to management problems;

  • Ability to communicate professionally over the phone and in person positively and clearly;

  • Ability to manage simultaneously multiple tasks, including phone calls, computer operations, and in-person visitors;

  • Ability to work independently.

  • Ability to be flexible in order to perform at the highest level as a team player.

  • Ability to take directions and implement changes based on constructive feedback from supervisor and/or designee.

  • Ability to maintain strict confidentiality of all service recipients, KIC operations, and staff.

Physical Activities Include

Must be able to hear, and specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell. Each listed activity also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to fifty (50) pounds.

Writing by hand and using a personal computer. Long hours in front of a computer screen. Frequently required to work extended hours. Attending lunch, evening, and holiday/weekend time meetings as requested by the supervisor. Traveling occasionally to out-of-town meetings and functions using air and/or water transportation.

WORKING CONDITIONS

Work is performed in a small office with limited storage, filing, and workspace. People asking questions or directions may frequently interrupt the incumbent. Some work is performed in conference rooms and at the photocopy/fax machine.

WORKING ENVIRONMENT

The environment will include both office work and work in and around the community. This involves the usual risks and stress of an office environment. The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled employees and/or family members. Additionally, this position will encounter a wide variety of employment and industry-related environments and must exercise caution in abiding by the safety and security requirements of each setting.

License(s)

Possess a current valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

Education/Experience

HS Diploma or GED plus National Certificate in Employment Services (CES) required, with experience in social work, education, human development, or a related social science field. Certification as an Employment Support Professional (ESP) or an Associate's degree is preferred.

Minimum two years’ experience providing educational, vocational or employment-related support services required. Experience working in employment and training, supported employment programs and knowledge of behavioral health and social services preferred. Experience & knowledge of resume writing are required. Motivation for professional and career advancement preferred.
