Public Buildings Service Building Management Officer in Kansas City, Missouri

Summary As a Building Management Officer, you will oversee a branch whose operations include multiple field offices with teams of building management personnel engaged in the day to day operations of a large group of buildings and facilities. Location of position: Public Buildings Service, Kansas City, MO We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Responsibilities include providing leadership, general administration and policy direction. Responsible for directing technical building maintenance activities; setting work priorities; implementing agency policies, regulations and procedures for use of Federally-owned and occupied space. Directs the operations, maintenance, repair, improvement and protection of Federally-owned property in the geographical area (cleaning, operation of maintenance equipment, repair, improvement and protection of facilities and equipment, environmental management, upkeep of surrounding grounds, etc.). Manages Field Offices to review and evaluate overall operations and keeps informed of results, practices, workload, staffing needs, employee utilization and other operating problems. Directs a continuing program for contacts with officials of tenant agencies located in buildings under each Property Manager's jurisdiction to determine adequacy of services rendered and means of improving them.O Oversees and participates in the preparation of annual Service Center budget estimates and the administration of approved allotments. Evaluates expenditures of funds against allowances and results achieved. Reviews requests and justifications for supplemental allowances of funds and staffing. Develops and coordinates with the Field Office Property Managers, long-range planning based on anticipated program expansion and other changes; construction of new buildings; developments and trends in related PBS areas; and other pertinent factors related to field activities. Establishes and maintains responsible contacts with key Regional officials, officials of other agencies, representatives of industry, technical associations and others. Provides technical advice, negotiates solutions to complex problems, and fosters a full interchange of information, techniques and improvements with PBS personnel and Property Managers. Coordinates program efforts with other GSA organizations and with other Federal and client agencies to ensure both internal and external customers are kept apprised of project status and meeting timeframes to provide quality services. Assess the potential impact of substantive changes in operating programs/policies. Assess subordinates (Field Office Property Managers) competencies and evaluates performance; schedules and approves leave; counsels associates and takes appropriate disciplinary action when necessary; provides feedback on quality, quantity and timeliness of work. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience providing program oversight for a building management program which includes planning, directing and managing policies, regulations, and procedures related to the day-to-day operations of a commercial office building. This experience must also include managing and overseeing building programs that are related to customer and client agency satisfaction; maintenance and building operations; building services contracts; repair and alterations; environmental; custodial; asset planning and asset stewardship programs.
