Job Description

Background of the project

The International Rescue Committee (IRC) leading international non-governmental organization (NGO) in enhancing women's protection and social and economic empowerment in Afghanistan and globally. The IRC helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. The IRC's multi-disciplinary global and in-country technical teams bring decades of expertise in fostering equitable partnerships for women's protection and empowerment. The IRC has an exceptional capacity to build the technical and organizational capacity of civil society organizations to deliver services in multiple sectors including healthcare, economic growth, education, women's protection and empowerment, and research and learning. The IRC is committed to the partners to build their capacity in all sectors, so now IRC is hiring a program consultant to strengthen the capacity of its Partners in project implementation Monitoring, budget management, report writing, proposal writing and risk mitigation management.

Scope of work

The overall objective of this assessment/review/training is to respond to the needs of partners program teams in this project and providing detailed training to all program Team over the gaps identified and to the identified partners program team and will build the capacity of partner and ERD IRC team to implement the project based on the proposal requirements.

The Assessment and training will be conducted in IRC Kabul office/ other training halls . The whole process of service delivery to program Team will be assessed and reviewed including methodology and approach that the consultant will take to identify gaps and provide trainings to cover those gaps. The assessment/review will focus on the below key areas in terms of review and training:

  • Project cycle management (Project management)

  • Livelihood core indicators including outcome and outputs.

  • Budget management

  • Report writing

  • Proposal and concept note writing

  • Project Risk identification and risk analysis during the implementation of the project

  • Cash and voucher assistance in the current context

    Deliverables: The deliverables required for this Training/Assessment from the selected consultant are as follows:

  • The consultant must submit technical and financial proposals to IRC for the committee review.

  • An inception report based on this ToR and initial briefings/desk review (in English), which includes:

  • A detailed methodology (including planned and detailed timeframe, proposed sampling approach, protocols for data collection and analysis, and ethical procedures to be followed).

  • Quality assurance, risk management, an overview of the best practices and current gaps in implementation within the Economic Recovery and Development program.

  • Initial findings based on a review of livelihood program documentation, existing data, prior Research/reviews, and secondary data/Desk reviews.

  • Outline of key knowledge gaps not covered by this ToR, and suggested additions/alterations to the proposed assessment questions and overall ToR.

  • Draft and final versions of the assessment and capacity building report in English with information on best practices and recommendations on how to prevent and respond to the needs and requirement within between Economic Recovery and Development program .

  • An assessment summary (a concise summary of the main findings, recommendations, and actionable learning in English

  • Dissemination plan of the final report

  • A presentation for dissemination of the findings and recommendations

  • One electronic file containing (a clean version of) data collected.

  • Planning meetings with IRC team, and IRC Implementing Partners’ team.

  • Transcripts or recordings of training and other primary data collected as part of the research and capacity building.

    Qualifications

    Requirements:

  • At least 5 years of experience with an international organization in Emergency, Economic Recovery and Development (Business startup, Agriculture and livestock) programming and implementation.

  • Previous experience in conducting MEAL training for other organizations in Afghanistan.

  • Strong analytical skills and ability to clearly explain and present to the training participants.

  • Experience, knowledge and clear understanding of the Afghanistan context.

  • High-level English, Dari and Pashto language proficiency (speaking, reading, writing) are required.
