Job Summary:

This is a results-oriented role with an emphasis on international supplier development, strategic decision making, customer satisfaction and program execution leading up to production. As the International Supplier Performance Manager focused on supplier development, you will be the International Supplier Development lead for various supplier sourcing and development projects. Your general responsibilities will include strategy development and supplier execution to produce major assemblies and technologies internationally to satisfy both Direct and Indirect Offset obligations. This role will require leveraging a matrix environment with close collaboration with functional and program leadership as well the product lines to ensure alignment on program objectives and supplier development. This is a highly visible role, and the individual will be an impactful leader within the Supplier Management organization as the liaison between the functions, program and international regional teams (Primarily Saudi Arabia and USA).

Position is located in Jeddah Saudi Arabia with the primary work location in Industrial City #3

Responsibilities to Anticipate:

  • Develop and establish overall Supplier Development sourcing strategy and plan for supplier selection, segmentation of scope, supplier competition, and overseeing supplier development up to production where it will be handed off to procurement.

  • Lead sourcing activities to develop local suppliers to be “Raytheon Ready” in support of both Direct and Indirect projects meeting Localization obligations.

  • Management of overall performance of subcontractors to support the achievement of contract performance objectives.

  • Collaborate effectively with the PMO and Supplier IPT to accomplish Customer and program requirements as well as coordination with the Supplier Management team.

  • Support program efforts in identification, development, and execution of potential Direct and Indirect sourcing initiatives to satisfy the obligations of the offset or localization projects.

  • This role will be critical in supporting internal gates 4-10 and will be critical in leading Preliminary Design Review (PARs) / Critical Design Review (CDR), PDR and Production Readiness Review (PRRs) at the supplier. Effective relationship management and communications between suppliers and appropriate Raytheon counterparts.

  • Develop supplier development strategies, identify risks, and lead supplier development activities.

Qualifications You Must Have:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience.

  • Successfully leading cross-functional teams at International or Domestic Supplier Site.

  • Strong leadership, management, and communication skills

  • Ability to manage with limited oversight.

  • 6 years of Manufacturing, Procurement, or Operations management experience

  • Demonstrated ability to communicate effectively, both written and orally at Senior Leadership levels both internally and to supplier leadership

  • Knowledge of Export/Import requirements and licensing.

  • Supplier negotiation experience including scope, price and terms and conditions.

Qualifications We Value:

  • Experience with on-site supplier management of manufacturing operations for a minimum of 5 years.

  • PM, MPM, or SCM Certification (any level)

  • Experience using Product Data Management tools and MRP systems such as SAP / PRISM

  • EVMS Certification

  • Knowledge and experience working with FAR, DFAR, Export/Import requirements.

  • Experience utilizing Master phasing schedules and Integrated Master Schedules

  • Experience developing Basis of Estimates for program execution and analyzing supplier Basis of Estimates BOEs.

  • Offset or localization experience.
