This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

This position will work under the direction of the Director – Engineering Manpower Resources to oversee functions related to company policy, collective bargaining agreements, departmental procedures, federal regulation, and/or employee availability, as well as all Engineering Manpower initiatives. Though the focus and responsibilities of this Senior Manager may be changed at any time at the discretion of Engineering senior management (i.e..: the incumbent may be mobilized to a different Senior Manager – Engineering Manpower position or be assigned equivalent duties), the primary responsibilities of this particular position are noted below.

All aspects of drug and alcohol testing as required by company policy and 49 CFR 219 and 49 CFR 382, including coordination of those employees who are relieved of duties for testing purposes and determining the federal classification of employees to ensure compliance with regulations. Reviewing, implementing, and following up on Reasonable Accommodations and leave requests; assessing availability of employees who are disabled – sick (D/S) and disabled–accident (D/A) and ensuring these employees are in compliance with company policy, including all return-to-work provisions and requirements; requesting surveillance of employees when necessary; receiving, tracking, and making required notifications regarding employees’ reporting of arrests and convictions; processing employees subject to the LIRR’s Benefits Runout; ensuring employees’ compliance with medical assessment programs such as asbestos exposure.

Responsibilities:

Responsibilities may include but are not limited to:

Oversee the entire drug and alcohol testing function for the Engineering department.

This includes:

  • Determination of employees’ inclusion in federal and LIRR classifications.

  • Creation and submission of monthly random testing pools;

  • Receipt and distribution of monthly random and follow-up testing schedules;

  • Development of discretionary schedules;

  • Notification of Division 5 employees selected for testing;

  • Tracking and maintaining documentation for all tests performed.

  • Coordinate testing and relieved-of-duty status for employees tested for Reasonable Cause and Reasonable Suspicion.

  • Advise and instruct Engineering management on proper testing procedures and policy.

  • Act as liaison between the Engineering department and Human Resources/OHS concerning all changes in testing direction and procedures.

    Monitor employees who are disabled – sick (D/S) and disabled – accident (D/A) and ensure these employees comply with company policy. Attend monthly case management meetings and take all follow-up actions required.

  • Request and monitor surveillance.

  • Process employees subject to the LIRR’s Benefits Runout.

  • Ensure and monitor employee’s compliance with medical assessment programs such as asbestos exposure.

    Oversee the entire Reasonable Accommodation process for the Engineering department. This includes:

  • Receiving and responding to requests from LIRR Employee Services;

  • Coordinating with department heads regarding their department’s ability to accommodate;

  • Communicating requirements of applicable law/policy;

  • Tracking and maintaining documentation for all accommodations.

  • Act as liaison between the Engineering department and Human Resources concerning all leaves of absence, including short-term disability and long-term disability.

  • Assist in the management of all manpower resources including but not limited to departmental headcount management, manpower resource allocation and allotment, trend analysis of employee availability, and overtime expenditures.

  • Perform other assignments as required upon buildout of Engineering’s Manpower Office and as requested by Senior Management.

  • Receive, track, and make required notifications regarding employees’ reporting of arrests and convictions.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

    Qualifications

  • Bachelor’s degree in Business or related field. Demonstrated extensively responsible equivalent experience (10 years) and education may be considered in lieu of the degree requirement subject to approval.

  • Approximately Eight (8) years of related, progressively responsible administrative experience, preferably in an operations environment.

  • Must possess experience in the areas of drug and alcohol testing (or other federal regulations), reasonable accommodations and/or other leave programs, and/or manpower/resource planning.

  • Must have knowledge of company policies and procedures, organizational structure, and collective bargaining agreements and experience administering such in a large union environment.

  • Must possess experience addressing labor relations/union issues, interpreting labor contracts, and resolving conflicts.

  • Must possess experience in organizational development and staffing selection.

  • Must possess the ability to effectively coordinate with all disciplines involved in the day-to-day operations, as well as employees of all levels of the organization.

  • Supervisory experience or prior experience managing a staff.

  • Must possess effective, professional communication and interpersonal human relations skills with the ability to manage, interpret, and disseminate information as well as initiate necessary action regarding the application of labor agreements and company policies and procedures effectively, consistently, and concisely.

  • Working knowledge of related computer systems; PC skills.

  • Ability to manage and monitor many diverse administrative functions simultaneously.

  • The incumbent must have the ability and knowledge to effectively represent the Director of Engineering Manpower Resources as necessary.

  • Must possess demonstrated, effective leadership, analytical, judgment, negotiating, and problem-solving skills.

  • Must possess a professional demeanor and a high degree of integrity.

  • Must be available consistent with 24-hour, 7-day operational organization.

    PREFERRED/DESIRABLE SKILL/QUALIFICATION:

  • Master’s degree in Business or related field.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make-up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety-sensitive drug/alcohol test may also be required.
