This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY

Responsible for managing approximately $1.4 Billion in LIRR infrastructures assets (i.e. Substations, Power Motor Generators, Breaker Houses, Transformers, Traction/Facility Power SCADA Systems) and multi-million investments in Capital improvements. Responsible for the direction of the engineers and support staff who manage the design, construction, maintenance and operation of all electrical wayside systems pertaining to traction power and high voltage distribution systems, & signal power feeds. This position is also responsible for the oversight of the Engineering System Operation office and the Electrolysis group. This position is responsible for providing guidance and direction for the overall planning, development, organization, implementation and evaluation of work estimates and construction schedules that involve the Engineering Department's Power-Substation, Electrolysis and Engineering System Operations personnel.

RESPONSIBILITIES

Responsibilities may include but are not limited to:

  • Provide direction and coordinate the activities of the various sub-departments under the Principal Engineer Substations (Electrolysis, ESO, Substations, SCADA), oversee the control of 105 substations via the remote-control operations center, including the supervisory control and data acquisition system.

  • Run the Engineering Operations command center during operational and weather-related emergencies.

  • Provide control, guidance and assistance to Engineers and Asst. Engineers on estimates and budget analysis.

  • Provide guidance in the preparation of backup information needed to obtain funding for programs.

  • Control departmental expenditures (i.e., final approval of expense accounts, material requisitions and joint venture billing).

  • Select, develop & motivate personnel within the department.

  • Provide career development for subordinates. Provide prompt & effective coaching & counseling.

  • Responsible for discipline/termination of employees when necessary.

  • Review direct reports & approve performance appraisals prepared by managers of scheduling estimating.

  • Create a professional environment that respects individual differences & enables all employees to develop & contribute to their full potential.

  • Evaluate and recommend the implementation of new substation/power technologies.

  • Direct and manage the establishment of standards for construction of all wayside electrical facilities.

  • Investigate and progress improvements in materials. Direct the establishment of procedures to be used in equipment pertaining to the Power Department. Hillside/WSSY/Morris Park

  • Develop long term strategies and provide cost effect capital program proposals.

  • Coordinate with other areas within the department to ensure the management of program work, direct the preparation of baseline and revised scopes, schedules and estimates as they pertain to the utilization of Engineering Power department resources on reimbursable project work.

  • Direct and coordinate for the ACE Power, labor relations activities within Substation and Power Department ensuring that they are consistent with the department and corporate policy and labor agreements.

  • Oversee the daily operation of the Engineering system operation office.

  • Lead interface with LIRR utilities (Con Edison/PSE&G/NYPA)

  • Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

  • All other assignments at the request of senior management.

    QUALIFICATIONS

  • Bachelor’s degree in engineering or technology related field. Demonstrated, directly related, equivalent experience (minimum 15 years) and education may be considered in lieu of the degree, subject to approval.

  • Must possess approximately ten (10) years progressively responsible related management/supervisory experience within Power Department with a minimum of 5 of the last 10 years in the Power Substation Department.

  • Must possess thorough knowledge of wayside power systems, Power Substations, and Supervisory Control Systems.

  • Proven leadership and project management skills demonstrated through approximately five (5) years management experience in the management of electrical design, construction related projects and budget control within a power department with wayside power and substations.

  • Must possess experience with budget development and controlling and managing a diverse workforce.

  • Must possess knowledge and understanding of power wayside systems and their controls, including relaying and solid-state circuitry for both high and low voltage.

  • Must possess excellent verbal and written communication, interpersonal and presentation skills with the ability to work effectively with all levels of management and all levels of the organization.

  • Must possess strong analytical skills, capable of identifying problems and recommending alternative solutions.

  • Must have the ability to develop subordinates and willingness to assume responsibility for actions of subordinates.

  • Must be self-motivated with the ability to motivate others and influence decisions.

  • Must possess a familiarity with LIRR unions; particularly the IBEW (International Brotherhood of Electrical Workers), IRSA (Independent Railway Supervisors Association), and BRS (Brotherhood of Railway Signalmen) company policies and procedures, procurement/control procedures and MTA/FTA requirements.

  • Must possess a solid understanding of engineering principles as they apply to signal, power, track, communications and structural work.

  • Must possess the ability to effectively manage in a dynamic environment with changing priorities and where both internal and external entities must be handled in a sensitive manner.

  • Must possess effective time management skills with the ability to work on multiple projects and tasks simultaneously.

  • Must be proficient in the use of computers and/or business software packages.

  • Must be a competent leader who exercises sound judgement and who will develop the capacities of the organization.

  • Must be available or on-call on a 24/7/365 basis to respond to emergency, operational, and/or weather-related issues.

  • Must have the ability to evaluate and provide cost benefit analysis on the implementation of new technology.

  • Must be familiar with substations maintenance and compliance to all maintenance standards internal and external.

  • Must have the ability to write and review specification for all electrical apparatus.

  • Knowledge of all Federal regulations (EPA) relating to any hazardous condition.

  • Knowledge of union rules and be able to negotiate at Labor Relation meetings.

  • Ability to write employee reviews.

  • Ability to find solutions to Power Department operational and personnel problems.

  • Oversee the operation of the Engineering Emergency Command Center, including the responsibility for management of other disciplines during weather and/or operational emergencies.
