Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.

But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Reporting to the Senior Director, the Director, Programs, Queens Drop-in Center is responsible for the 24/7 operations of the expanded 75 chair Drop-in Center , including overs ight of clinical and case management services , as well as program operations and facility maintenance . The Director oversees subcontractors providing security, medical, psychiatric, and food services.

The Director ensures the Drop-in Center is a safe, attractive alternative for street homeless individuals, and expedites client placement into appropriate permanent housing and supportive services. The Director is responsible for meeting performance targets, including placement goals, and developing strategies to achieve those targets. The Director supports Harm Reduction and Housing First strategies and other best-practice clinical interventions.

The Director provides leadership to the program by informing decision making, implementing policies and procedures, and facilitating effective communication.

The Director works primarily during business hours Monday-Friday, with off-hour availability in case of emergency or for special projects/initiatives. The position requires oversight of 24/7 operations and flexibility in the work schedule as needed.

This is an onsite position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversee daily operations and collaborate with the Assistant Director of Facility Maintenance and Assistant Director of Operations to ensure all aspects of the facility and service delivery run effectively

  • Ensure compliance with NYC and NY State regulations including adherence to DHS contract requirements. Collaborate with DHS Street Solutions team to troubleshoot and resolve any compliance challenges

  • Supervise Assistant Program Director and ensures effective management of Clinical Coordinators, Harm Reduction Specialists, Housing Specialists, Housing and Reporting Specialists, Case Managers, and Office Manager

  • Oversee and promote effective strategies for case management and placement of clients into permanent housing following Housing First, Harm Reduction, Crisis Prevention Institute (CPI), Motivational Interviewing and trauma-informed care models of practice

  • Oversee and direct incident management, crisis interventions, risk assessments, and ensure all documentation is submitted to appropriate oversight entities in a timely manner

  • Respond and engage with external partners including SHS, community boards, elected officials, and other community members

  • Responsible for program outcome measures and performance targets and utilize management tools and data to create systems of accountability to ensure performance measures are achieved

  • Collaborate with government agencies, community members, and other stakeholders to establish a shared understanding of street homelessness and develop solution-oriented strategies and responses

  • Ensure positive communication and collaboration with partners in transitional and supportive housing, hospitals, and other service providers

  • Responsible for managing the program’s budget

  • Support professional growth and learning for program staff through regular, structured supervision, team meetings, in-service trainings, modeling, enhancing organizational awareness and ensuring thorough communication with internal and external partners

  • Perform other duties as assigned

    MINIMUM QUALIFICATIONS:

  • Master’s degree required . NYS Licensed Masters Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW) is strongly preferred

  • Minimum 5 years of supervisory experience

  • Experience working in 24/7 programs and working with homeless or formerly homeless populations strongly preferred

  • Thorough clinical understanding of relevant service delivery concepts and structures including Housing First, client centered motivational interviewing, Harm Reduction models, behavioral and medical health systems, and the ability to access and negotiate the full range of services for recipients

  • Experience with crisis intervention, including, risk assessments and incident management

  • Ability to work successfully with a wide range of internal and external stakeholders

  • Demonstrated success in working in a fast-paced environment with multiple priorities • Ability to delegate and motivate staff to achieve deliverables

  • Ability to communicate (verbally and written) with diverse populations and stakeholders

  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams; Familiarity with Access-based databases and the ability to learn new programs are required

  • Bilingual preferred
