This is a Non-Represented Position.

Summary:

This position will be responsible for the coordination and management of departmental contracts and procurements required for security projects (operating and capital), maintenance and security devices and the coordination of accounts payable. In addition, the position is accountable to coordinate and manage activities with the intrusion detection, CCTV and fire alarm systems contractors to ensure quality assurance of alarm monitoring, system maintenance and customer service. This position facilitates and oversees the security sensitive information process, departmental communications and manages the analytical review of security requirements within projects and the distribution/inventory process for access control materials for security projects.

Responsibilities:

Responsibilities may include but are not limited to:

  • Help with managing Intrusion Detection, CCTV and Fire Alarm Initiative:

Assist with managing the activities with the intrusion detection, CCTV and fire alarm systems providers to ensure quality assurance of alarm monitoring and system maintenance for the initial 84 Passenger Stations (Contract value $3.2 M) and the remaining stations and facilities as they are identified. Develop and provide continued oversight for billing, per contractual agreement, coordinating with current and new contractors, Procurement, DPM and Customer Services. Audit monthly bills, rectify any discrepancies found. Interact with Customer Services to ensure changes in contractor responsibility are communicated, maintenance work is completed and changes in passenger station open/close requirements are performed.

  • Contracts/Procurements:

    Management of departmental contracts and procurements required for security projects (operating and capital), maintenance and security devices.

    Assist with managing the Blanket Purchase Order for Access Control Materials (Contract Value over $500,000), CCTV and security devices and coordinate distribution of materials. Provide guidance and direction for questionable issues. Coordinate with procurement/OOS Managers to manage delivery dates and ensure materials are received prior to project start date. Request change orders to add/delete new part requirements. Develop justifications for new purchases or initiatives. Provide procurement department with required documentation and analysis required for new purchases. Prepare monthly analysis of expenditures to ensure contracts are properly funded and expenses are in line with budget. Evaluate and analyze inventory levels on a Bimonthly basis to ensure sufficient inventory levels are available to meet current needs, while not carrying an unnecessary expense for storage of excessive inventory.

  • Security Project Tracking:

    Assist with managing the analytical review of security requirements within projects and maintain the Security Projects Tracking Spreadsheet. Provide monthly analysis report on security projects (operating and capital) including expenses/labor charges by work order/task, project status updates, issues or requirements. Follow-up with Communications, IT and other departments as necessary on the progress of purchases made on behalf of the Office of Security. Review/update project status and timelines. Identify issues and recommend action plans.

  • Administration:

    Assist with managing departmental administration and coordinate with Human Resources regarding functions related to managerial payroll, attendance (CTAMS), and other HR requirements.

    Assist with disseminating and distributing departmental communications and Memos.

    Assist with Overseeing the process for disseminating, storing, and destroying security sensitive information in accordance with MTA-All Agency SSI Guidelines.

    Assist with monitoring and the administration Petty Cash Fund, perform petty cash audits to ensure compliance with corporate protocol.

    Assist with maintaining Performance operating and performance statistics.

    Assist with managing departmental requirements for all communication and technological needs. Resolve problems encountered; repair, replace or upgrade equipment as necessary. (i.e. cell phones and devices, IT hardware/software and access requests.

  • Employee Development, Training and Recognition:

    Departmental Training/Education Coordinator: MECC Program, Mandated Training, Computer Training, MTA All Agency Security Training, Contractor Training, Tuition Assistance Program and Employee Recognition.

  • Perform assignments as requested by the Chief Security Officer, the Sr. Manager – Security Planning and Administration and the Manager of Security and Compliance.

    Qualifications:

  • An Associate’s Degree in Business Administration or related field (demonstrated equivalent experience/education may be considered in lieu of the degree requirement, subject to approval).

  • Must possess related administrative level (or above) experience in positions with (recent) increased responsibility preferably in an operations/unionized environment with a minimum of 3 years related administrative management experience.

  • Extensive knowledge/skills in Microsoft Office Suite including Excel (Pivot tables, utilizing advanced functions and charting tools), Access (Database design and query development), Word, Outlook and PowerPoint.

  • Must possess strong analytical skills.

  • Must possess strong written communication and interpersonal skills.

  • Must be capable of multitasking various assignments while adhering to tight deadlines.

  • Must have extensive knowledge of procurement, accounts payable, accounting and payroll process and procedures, preferably in a PeopleSoft environment.

  • Must successfully complete MTA All-Agency Security Sensitive Information Training Program within 6 months of hire.

    Preferred/Desirable Skills/Qualifications :

  • Familiarity with collective bargaining agreements.

  • Familiarity with LIRR organizational (departmental) structure.

  • Familiarity with MTA subsidiary agencies.

  • Familiarity with Capital Projects.

    Other Information:

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.
