Summary

The Regional Estimating Manager is responsible to oversee the operation of the Estimating Department. The Manager ensures all aspects of all bid proposals are complete and accurate prior to submittal. Ensures workload is properly distributed to the staff to meet required deadlines. Is responsible to monitor the career development plans of the direct reports.

Roles and Responsibilities

The Regional Estimating Manager will possess competency in the following areas in order to perform his/her role in a safe, productive, and effective manner. Note that the areas listed are intended to describe the general nature and level of work being performed by co-workers assigned to this role.   • Oversees estimating process including the selection of the staff to do quantity take-offs, pricing, schedule, productivities, mark-up, contingencies, specifications, and special conditions

  • Researches construction history for techniques related to job elements and productivity, value enhancing, value engineering, and alternative constructability

  • Determines what special equipment might be job specific

  • Reviews who we are bidding to and who we are bidding against

  • Reviews bid form, bid package, bid letter and/or qualifications

  • Ensures the client’s boilerplate language and insurance requirements are defined and acceptable

  • Reviews manpower and productivity with Operations

  • Ensures Commence or appropriate data base is up to date

  • Builds and maintains relationships through frequent communication including phone calls, e-mails and meetings

  • Ensures workload is properly distributed to the staff to meet required deadlines.

  • Supervises, trains, evaluates, and develops direct reports

  • Provides guidance, direction, coaching, and support to direct reports to maximize individual and overall department performance

Requirements

  • Bachelor’s degree from an accredited college or university and 10 years’ related experience; or equivalent combination of education and experience

  • Ability to read, analyze, and interpret general business documents, technical procedures, and government regulations

  • Ability to write reports, business correspondence, and procedures

  • Proficiency in Microsoft software programs such as Word, Excel, and PowerPoint

  • Proficiency in Estimating software (such as Timberline, UScost, WinEst)

  • Ability to coach, supervise, and direct a support staff

  • Must be able to interface and develop profitable business relationships with clients

  • Ability to view and understand drawings and specifications in spatial relations (will need to read plans)

  • Ability to understand potential conflicts between drawings and specifications

  • Ability to apply critical thinking

  • Understand and endorse safety and OSHA requirements
