Lockheed Martin LCS Sustainment Subcontract Manager in Jacksonville, Florida

Description: Lockheed Martin’s Integrated Warfare Systems and Sensors (IWSS), Small Combatant and Ship Systems (SCSS) Global Supply Chain team is seeking Subcontract Manager (SCM) in Jacksonville, FL. This position is responsible for negotiating prices, price / cost analysis and compliant procurement documentation required by Lockheed Martin Acquisition Procedures (LMAP), Commercial Acquisition Procedures (CAP), local Site Work Instructions, and Command Media.

As a Subcontract Manager it will be your responsibility to facilitate the procurement cycle from beginning to end. This includes negotiate and coordinate additions, deletions, or modifications to subcontracts/Purchase Orders.

Duties include: representing the Lockheed Martin Global Supply Chain Organization (GSCO) as a prime Point of Contact (POC) for LCS program related subcontracts or projects, manage complex subcontracts, components, parts, and hardware in support of program needs. This includes those with Work Specifications/SOW-driven requirements, and other specific procurements as required through delivery within program cost and schedule.

Ability to support/lead government proposals from kickoff through execution.

Execute and manage complex multi-year subcontracts.

Lead Program Monthly reviews with key suppliers.

Ability to support new business capture programs with the U.S. Navy.

A significant amount of interface is required with program management, various functional department staff, and all suppliers. Cross-functional knowledge, partnering and leadership with Program Management, Global Supply Chain, Quality, Engineering and Production Operations will be essential for success in this role. Developing strong relationships with the Suppliers will also be key for program success.

Preparing and releasing Requests for Proposals (RFPs), receiving, analyzing and evaluating proposals, negotiating subcontract prices, terms and conditions, selecting or recommending subcontractors, documenting agreements, administering resulting subcontracts / POs, including subcontract / PO closeout.

Ability to complete a fully compliant procurement documentation folder as required by Lockheed Martin Acquisition Procedures (LMAP).

Basic Qualifications:

Ability to lead activities to execute Supply Chain subcontracts and sourcing activities in an executing capacity as a Purchasing agent/Buyer/Subcontract Administrator/Manager.

• Proposal experience.

• Strong work ethic and good communication skills.

• Strong negotiation skills.

• Prior experience and knowledge of SAP.

• Knowledge of acquisition policies and procedures associated with FAR / DFAR/TINA requirements.

• Strong interpersonal skills and demonstrated communication, negotiation, presentation and documentation skills.

• Working knowledge of standard contract types.

• Experience with the procurement of specialized materials, complex assemblies, and equipment within Defense or Aerospace industries.

• Ability to interact with senior internal and external personnel on significant matters which often requires coordination between functional organizations.

• Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education.

• Ability to work multiple tasks and deal with competing priorities in a fast paced environment.

• Excellent communication (verbal, written and presentation) skills.

• Ability to work independently and in a team environment.

• Ability to work with all levels of management.

Desired Skills:

Ability and willingness to travel to supplier facilities, as needed, to participate in meetings and to resolve subcontract/program issues on-site.

Prior experience with Lockheed Martin Acquisition Procedures (LMAP), Commercial Acquisition Procedures (CAP), local Site Work Instructions, and Command Media.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week
