Definition & Duties
Under direction of the Transportation/Fleet Director, responsible for coordination of billing, report, and operations of SEATS dispatching/Scheduling and Fleet work. Manage transportation/fleet technology systems and maintain archive data. Supervise and train staff and perform other management responsibilities. Assist with dispatching and scheduling rides.

Use radio dispatch equipment, paratransit vehicles and equipment
Operate common office equipment such as typewriters, calculators, fax and postage machines, photocopiers, multi-line telephones, and scanners
Handle moderate levels of stress and solve problems appropriate to the position
Understand and follow written and oral instructions
Have clarity of speech, hearing, and writing which permits effective communication
Have sufficient vision which permits moderate production and review of a wide variety of materials both electronic and hardcopy forms
Have sufficient manual dexterity to make legible handwritten notations and which permits moderate use of a keyboard and mouse
Stand, sit, climb, balance, bend, stoop, squat, twist, kneel, reach, and push
Lift and hold up to 30-50 pounds
Occasionally push and pull up to 200-300 pounds
Have sufficient personal mobility to complete field work in various areas
Be on-call as needed for accidents, vehicle breakdowns, software and hardware problems and/or other work related issues
Occasionally work a flexible schedule including evenings and weekends
Minimum Education, Training & Experience & Special Requirements
Bachelor's degree in information systems with coursework in accounting and computers and one-year related experience OR an equivalent combination of training and experience which provides the required knowledge, skills and abilities. Supervisory and transit experience preferred.
Special requirements: Possession of a valid Class C commercial driver's license with passenger endorsement or the ability to obtain one within six months of hire and insurable under the County's liability policy. Must pass background check.
Specific Duties
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
Generate invoices, build ad hoc reports, verify financial and trip data, and monitor billing processes.
Maintain and organize trip, financial, and passenger data. Analyze SEATS MIS data and prepare credible reports for Federal, State, and Local agencies. This includes required reports to the National Transit Database and operations statistics to the State of Iowa.
Supervise and schedule assigned staff. Assist in the recruitment, selection, training, evaluation, discipline, and discharge of personnel.
Close transit facility on a daily basis.
Operate and troubleshoot software and mobile data equipment as needed.
Develop and administer training programs for department employees.
Maintain and train employees on scheduling software.
Oversee accounts payable, fleet purchasing, and set up new vendors and accounts.
Provide backup for Operations Supervisor, Dispatcher, Scheduler, and Office Secretary as needed.
Maintain inventory of fleet and SEATS.
Assist in contract negotiations with Managed Care Organizations.
Ensure compliance with the National Transit Database USOA and State and Federal regulations relating to reporting trip, financial, and passenger data to ECICOG and the National Transit Database. Ensure compliance related to Iowa Medicaid and Managed Care Organization funding.
Assist in the preparation of the annual department budget.
Operate SEATS vehicles and equipment as needed.
Participate in committees such as Wellness. Attend work-related meetings and training sessions as requested.
Perform all work duties and activities in accordance with Departmental and County policies, procedures, collective bargaining agreement, and safety practices.

Single coverage is $32/month for eligible full-time employees; family coverage is $112/month with the balance paid by the County.
Dental Care Coverage
Eligible employees may elect dental care coverage the first of the month following one full month of employment. Single coverage is paid by the County for eligible full-time employees; family coverage is a cost between the County and employee.
Vision Care Coverage
Eligible employees may elect vision care coverage the first of the month following one full month of employment. Single coverage is paid by the County for eligible full-time employees; family coverage is a cost between the County and employee.
Flexible Spending
Eligible employees may set aside pre-tax dollars to pay for out-of-pocket health, dental and vision expenses that are not reimbursable through another source. Employees may also set aside pre-tax dollars for dependent care expenses.
Life Insurance
Eligible full-time employees are covered after 60 days of employment. Coverage is 1 times annualized compensation rounded up to the nearest thousand in group term life insurance and AD&D. Max covered salary $100,000.
IPERS
Iowa Public Employee Retirement System is a mandatory retirement plan designed to supplement both Social Security and private savings. Non law-enforcement employees contribute 6.29% and the County contributes 9.44%.
Deferred Compensation (457)
A deferred compensation plan is offered that provides tax advantages and an additional means in which to save for retirement with an easy payroll deduction. Employees may select from several companies offering deferred compensation.
Discounted Bus Pass
Full-time and part-time employees are eligible to purchase discounted bus passes for Iowa City Transit and Coralville Transit for commuting to/from their jobs as Johnson County employees. Bus pass availability is subject to available funds and continuation of the program.
