What You’ll Get to Do:

CACI has an excellent opportunity for an experienced, self-directed, Military Satellite Communications Planner. This position is in support of a Department of Defense (DoD) organization, US EUCOM located OCONUS in Stuttgart, Germany. This position is required to travel OCONUS.

The Military Satellite Communications Planner should have knowledge of satellite systems in the Extremely High Frequency (EHF), Super High Frequency (SHF) and Ultra High Frequency (UHF) spectrums within the AOR.

Systems Include:

  • Advanced EHF

  • Military Strategic and Tactical Relay (MILSTAR)

  • Wideband Global SATCOM (WGS)

  • Global Broadcast Service (GBS)

  • Defense Satellite Communications System (DSCS)

  • Wideband Global Satellite (WGS)

  • Mobile User Objective System (MUOS) programs.

Duties include:

  • Providing technical support, asset management and assignment to national level users within the Executive Branch, DoD, and other Government agencies when setting up communication channels.

  • Coordinating operational and programmatic issues with Regional and Functional Combatant Commanders, the SATCOM SOM, terminal and control Program Managers from all Services, and other SSEs.

  • Providing input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on the use of current COMSATCOM assets.

  • Serving as the Command's focal point for technical, non-technical, architectural and administrative issues related to SATCOM.

  • Representing the CCMD, with the Joint Staff, Regional and Functional COCOMs, as well as Component commands within the AOR.

More About the Role:

Satellite Communications (SATCOM) and Beyond Line of Site (BLOS} Communications

The candidate will be involved in Theater Information Management duties, Satellite Database Management duties, supporting SATCOM resource planning tool modernization and operational planning and support of Extremely High Frequency {EHF), Super High Frequency (SHF), Ultra High Frequency {UHF), and Global Broadcast System {GBS) resources.

These requirements include:

  • Demonstrate knowledge of satellite system planning in the Extremely High Frequency {EHF), Super High Frequency {SHF) or Ultra High Frequency {UHF) spectrums. Systems include: Advanced EHF, Military Strategic and Tactical Relay {MILSTAR), Wideband Global SATCOM {WGS}, Global Broadcast Service {GBS), Defense Satellite Communications System {DSCS}, Wideband Global Satellite {WGS), and Mobile User Objective System {MUOS) programs.

  • Be able to sign a Non-Disclosure Agreement {NDA) and may be read into ACCM or special activities as appropriate, in order to perform their required job functions supporting operations.

  • Have experience in at least some of the following fields is also sought: DoD Task Management Tools {TMT), DoD Joint Integrated SATCOM Tool {JIST), HF/ Wideband HF/ L-Band communications, Transmission Planning/ SATCOM Site Surveys and RF over IP solutions.

MILITARY SATELLITE COMMUNICATIONS PLANNER

The candidate shall provide expert guidance and direction for Satellite Communications (SATCOM) activities that include systems in the Extremely High Frequency {EHF), Super High Frequency (SHF) and Ultra High Frequency {UHF) spectrums within the AOR. Systems include: Advanced EHF, Military Strategic and Tactical Relay {MILSTAR), Wideband Global SATCOM {WGS}, Global Broadcast Service {GBS), Defense Satellite Communications System {DSCS}, Wideband Global Satellite {WGS}, and Mobile User Objective System (MUOS} programs.

These requirements include:

  • Provide technical support, asset management and assignment to national level users within the Executive Branch, DoD, and other Government agencies when setting up communication channels. Users include the President, Vice President, Executive Level Secretaries, Joint Chiefs of Staff, Joint Staff, White House Communications Agency {WHCA), other CCMDs and all war-fighting components assigned to the AOR.

  • Coordinate directly with senior level {O-6, General Officer, and SES level) officials and Action Officers {AOs) to ensure user requirements are being met in a timely and precise manner.

  • Coordinate operational and programmatic issues with Regional and Functional Combatant Commanders, US Space Forces, SATCOM Systems Experts {SSE's) and Terminal Program Managers from all Services. T

  • Responsible for CCMD SATCOM missions as assigned by the Commander and other various entities. This support includes, but is not limited to, the following: Provide an integrated SATCOM management infrastructure responsive to all users - strategic and tactical.

  • Provide technical and non-technical input to the Joint Staff, regional and functional Combatant Commanders, Terminal Program Managers from all Services and other SATCOM Systems Experts to oversee the development and integration of all Satellite Communications concepts and systems in the Joint Capabilities Integration Development System {JCIDS). This shall include: Implementation Plans (I-Plans), Initial Capabilities Documents (ICDs), Capabilities Development Documents (CDDs), Capabilities Productions Documents (CPDs), Information Support Plans (ISPs), Concept of Operations (CONOPS) and other documents relating to USEUCOM's communications infrastructure.

  • Provide input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on the use of current SATCOM assets. Additionally, the Contractor shall provide input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on the development, integration, interoperability and eventual deployment of future SATCOM architecture.

  • Provide input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on matters pertaining to Global SATCOM standards, policies and procedures as well as Satellite Communications Priorities.

  • Provide input and oversight on the development of theater SATCOM standards, policies and procedures.

  • Implement national level guidance and establish Theater policies for these systems in the AOR.

  • Serve as the Command's focal point for technical, non-technical, architectural and administrative issues related to SATCOM, both military and civilian.

  • Evaluate emerging technologies in SATCOM, Beyond Line of Site (BLOS) command and control, and advanced SATCOM technology systems. shall conduct studies and develop policies, for Government approval, involving both long-range and short-range plans of CCMD AOR SATCOM operations and requirements.

  • Initiate actions in response to long-term requirements to establish, upgrade or phase out SATCOM facilities and/or capabilities within the AOR.

  • Recommend requirements and potential solutions to enhance the use and efficiency of these programs to the Joint Staff and other entities, as required.

  • Represent the CCMD, with the Joint Staff, Regional and Functional COCOMs, as well as Component commands within the AOR.

COMMERCIAL SATELLITE COMMUNICATIONS PLANNER

Provide expert guidance and direction for the Commercial Satellite Communications (COMSATCOM) activities that encompass systems in the Commercial SHF, UHF spectrum and the systems supporting Airborne Intelligence Surveillance Reconnaissance (AISR) within the AOR.

These requirements include:

  • Provide technical support, asset management and assignment to national level users within the Executive Branch, DoD, and other Government agencies when setting up communication channels. Users include the President, Vice President, Executive Level Secretaries, Joint Chiefs of Staff, Joint Staff, WHCA, Other CCMDs and all war fighting components assigned to the AOR.

  • Coordinate directly with senior level (O-6, General Officer, and SES level) officials and Action Officers (AOs) to ensure user requirements are being met in a timely and precise manner.

  • Support CCMD activities to acquire COMSATCOM resources, coordinate operational and programmatic issues with Regional and Functional Combatant Commanders, US Space Forces, SATCOM Systems Experts (SSE's) and Terminal Program Managers from all Services.

  • Responsible for CCMD COMSATCOM missions as assigned by the Commander and other various entities. This support includes, but is not limited to, the following: Commercial Satellite Service Requests (CSSR), Requests for Quote (RFQ), Technical Supportability Reviews, Implementation Plans (i-Plans), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Information Support Plans (ISPs), Concept of Operations (CONOPS) and other documents relating to USEUCOM's communications infrastructure. Providing an integrated COMSATCOM management infrastructure responsive to all users - strategic and tactical.

  • Provide input to the Joint Staff, Regional and Functional Combatant Commanders and all Services on the use of current COMSATCOM assets.   • Currently hold an adjudicated Secret Clearance and be able to maintain

  • BA/BS + 3 years recent specialized or AA/AS +7 years recent specialized or a major cert + 7 years recent specialized or 11 years of recent specialized experience

  • SME on all aspects of SATCOM Planning (see above)

  • TESA eligibility
