About the Indiana Department of Homeland Security (IDHS):

The Indiana Department of Homeland Security (IDHS) leads Indiana's emergency planning and operations, first responder training, and fire and building safety. The agency hosts state-level training exercises each year and certifies thousands of first responders. IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents.

IDHS is also designated as the State Administrative Agency for Federal Emergency Management Agency (FEMA) and U. S. Department of Homeland Security (DHS) grants within Indiana. These funds provide financial and technical assistance to local governments, non-profit organizations, individuals, and families to reduce the actual or potential risk of loss of life or property across Indiana.

Role Overview:

For the Radioactive Transportation Program: Assist in granting Transportation Permits, Fees in the Transportation Program, training first responders, including coordinating classes and other logistics, coordinating radioactive shipments through the state, c onducting DOT investigations when needed, and assuring complete tracking and documentation.

For the Radioactive Material Control Program: Indiana is in the process of becoming an Agreement State and will be the regulatory authority for radioactive and nuclear material in Indiana. Incoming – Assuring complaints, license requests, questions get to the correct person; Assuring completeness of submittal when license requests come in. Outgoing – Distributing annual invoices, public notices, and additional notices (like the STC letters we get but going to licensees). Correspondence for Agreement State Program, t racking inspection due dates and assisting in making an inspection schedule, a ssist in the Pre-Licensing process.

Radioactive Emergency Preparedness Program: Equipment Management, CBRNE responder management, Coordinating with REP coord on trainings that are being requested. (ACADIS, handouts, securing locations, etc.), Collaborating with REP coordinator on new SOPs for general operations and Just in Time training (JIT).

Radiation/Nuclear Detection: Coordinating with RND coordinator and Indianapolis Metro Police on training that is being requested. (ACADIS, handouts, securing locations, etc.), a ssisting in RND/ CBRNE operations with IDHS and IMPD as well as with other local law , enforcement agencies, e quipment management

This position could involve travel (less than 25% of the time). This position will work daily with other local, state, other state, and federal partners/stakeholders including but not limited to the Department of Energy, Nuclear Regulatory Commission, FEMA, US-DHS, firefighters, and law enforcement. This position will work with members of the public as well as private industry including hospitals. This position may be asked to assist with exercises. This position may work outside the normal work hours (8 AM - 430 PM) and can include weekend work as well as some holidays.

Salary Statement:

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

What You'll Need for Success:

You must meet the following requirement to be considered for employment:

  • Specialized knowledge of planning techniques and procedures.

  • Specialized knowledge of urban planning, transportation planning and state and local economic and industrial development.

  • Working knowledge of emergency disaster, emergency cause and effect and procedures and methodology to minimize adverse effects.

  • Ability to use the techniques of fact-finding and analysis to interpret statistical information and trends concerning the physical, social, and economic aspects of population centers.

  • Ability to explain the programs and secure cooperation between local, state, and federal government and private executives.

  • Ability to communicate effectively, both orally and in writing and through structured media and in a professional manner

  • Ability to develop plans and feasible techniques and methods to achieve plan solutions.

  • Ability to comprehend and interpret federal and state laws, guidelines, and regulations relative to disaster planning and operations.

  • Knowledge of Indiana's radiation programs
