Position Responsibilities

Job Summary

Position is responsible for interacting with various internal and external stakeholders to ensure compliance with the Americans with Disabilities Act (ADA) and other laws pertaining to access for individuals with disabilities to city infrastructure and municipal programs and services. This position reports to the Deputy Director.

Key Responsibilities

  • Provides technical expertise regarding the ADA and applicable federal, state, and local statutes, regulations and ordinances to Department of Public Works leadership, supervisors, and employees and identifies trainings, certifications, and opportunities for educational advancement as it pertains to ADA compliance.

  • Reviews and completes departmental projects associated with ADA while ensuring compliance with the access needs of individuals with different types of disabilities. Projects include, but are not limited to, curbs and sidewalks, curb cuts, crosswalks, parking, accessible pedestrian signals, signage, trails, snow removal, solid waste services, and disability residential parking and disability meter exempt programs

  • Develops and facilitates trainings with other city departments to increase understanding of ADA requirements and the access needs of individuals with disabilities related to infrastructure, services, and programs including but not limited to parks, cultural amenities, emergency planning, communications, the provision of auxiliary services such as interpreters, parking, permits and licensing, public transportation, public meetings, public housing, events planning, and constituent services.

  • Reviews applications for disability-owned business certification and makes recommendations with regards to an applicant’s disability status. Attends review hearings for applicants appealing denials.

  • Provides input to the Division of Minority and Women Business Development for the purpose of educating the disability and businesses communities with regard to the Disability-Owned Business diversity supplier program.

  • Serves as a liaison between the City of Indianapolis Department of Public Works and individuals with disabilities/disability-related organizations to address needs, resolve requests and complaints, and identify opportunities for cooperative efforts both within the City-County Enterprise and with community partners.

  • Writes reports in response to federal and state requests for compliance-related status updates and information.

  • Serves as advisor to the Mayor’s Advisory Council on Disability (MACD), performing project management and administrative duties related to the council.

Qualifications

Associates degree from an accredited college or university with major course work in public or business administration, political science, management, or a related field required. One (1) year of work experience may be substituted for each year of formal education required. Effective record keeping, time management, and project management skills. A bility to maintain confidential information.Effective communication skills and the ability to interact tactfully with a variety of individuals. Ability to use Outlook and Microsoft Windows Office Suite and to conduct online research.

Preferred Job Requirements and Qualifications

Bachelor’s degree and five (5) or more years of progressive responsibility in business administration, public policy, organizational/strategic development and/or project management. At least three years of supervisory experience and budgetary responsibility. Two or more years in a role requiring an understanding of federal, state, and local resources for residents with disabilities and k nowledge of federal, state, and local laws related to accessibility and individuals with disabilities preferred.
