Position Summary

The purpose and mission of Animal Care Services is advocating animal welfare, adoption, and rescue. The agency does this by protecting and promoting the health, safety, and welfare of pets and livestock in Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

This position is responsible for organizing, managing, staffing, and supervising shelter and enforcement operations of the ACS division. The incumbent in this position must utilize independent judgment in different areas of the division. The incumbents other actions are dictated by established policies and procedures, civil laws criminal laws, and the codes established by the city and county. The incumbent in this position will be on call 24-hours a day all year. Position reports to the Deputy Director.

Position Responsibilities

  • Maintains the ACS divisions budget, records, and documents for compliance purposes

  • Manages the day-to-day operations of the divisions kennel, medical, and enforcement bureaus

  • Monitors the assigned division’s performance, directing the training of subordinates, counseling staff, and issuing disciplinary action

  • Establishes and oversees the recruitment, onboarding, training, performance management, evaluations, and counseling of team members

  • Analyzing staff responsibilities and staff response to demands for services.

  • Identifies opportunities for shelter and enforces transparency for efficiency

  • Plan, develop, establish, and updates standard operating procedures for the division

  • Assists managers with administrative functions to allow them to collaborate with their teams more directly

  • Oversees the compliance and regulations regarding the care of the animals and maintains the logs for controlled substances

  • Works directly with ACS volunteers ensuring the following of standard protocols

  • Assists the Deputy Director in identifying and implementing strategic goals and priorities

  • Revises existing programs and develops new programs to meet the changing demands of the division

  • Develops appropriate reports for ACS kennel and enforcement statistics to include the number of animals adopted

  • Collects and provides data for grant reporting

  • Oversees projects and partnerships with other animal welfare advocates including those in the city and county

  • Stays abreast and maintains relationships with union representatives including contractual obligations, union grievances, and team member accountability

  • Attends and speaks at public, departmental, divisional, committee, council, board, and judicial proceedings as needed

  • Must maintain confidentiality at all times

Qualifications

Bachelor’s Degree in a related field with three (3) years of experience in a supervisory capacity. Must be compassionate in all areas of the animal welfare. Must have an ability to remain calm and effective during a crisis event in an emotionally charged environment. Must have proven management skills with the ability to motivate and manage a diverse group of team members and experience managing and working with union team members. Must be comfortable being around and interacting with animals of all sizes and breeds. Must have great communications skills both orally and written and be able to adapt to different tones and messaging to meet the needs of different audiences in different settings. Must be able to work under extremely stressful conditions. Must exhibit tact in collaborating with other professionals and team members. Must have knowledge of Microsoft Office.

Preferred Job Requirements and Qualifications
