Idaho National Laboratory’s (INL) Business Management/Fabrications Acquisition group is seeking forward-thinking professionals interested in exploring a career as a Fabrication Contract Specialist.

Our team works on-site with a 9x80 schedule (may also be located at INL site on a 4x10 schedule depending upon work needs) located at our Idaho Falls facility with every other Friday off!

In accordance with applicable directives, federal regulations (eg. Federal Acquisition Regulations, Department of Energy Acquisition Regulations, DOE Policy Flash, etc.), guidance, and approved purchasing system policies, assist in early acquisition planning, acquisition strategy, development of sources, solicitation of proposals, evaluation of proposals, negotiation, award, expediting, and implementing changes/modifications via appropriate contracting vehicles to acquire goods and services required for the INL to accomplish its mission.

This position reports to theManager of Construction and Fabrication Acquisitions.

Responsibilities Include:

  • Perform procurement actions including program advance planning, requirement development, vendor sourcing, solicitation, proposal evaluation, vendor selection, award, administration, delivery, closeout and all associated aspects of the procurement process.
  • Use established concepts and techniques (including the evaluation of scope, risk, customer objectives, etc. to select appropriate general provisions that align to preferred contract type) to prevent or resolve problems of varying degrees of complexity throughout all phases of the acquisition life cycle.
  • Represent the Acquisition Management organization to program management on technical projects and in other customer service roles. With assistance from management or senior staff provide consultation on procurement related matters when on a project team or special assignment to a program.
  • Knowledge and continual development of skills to support fabrication procurement activities being performed under subcontract including: purchasing or contracting experience, fabrication shop experience, working knowledge of NQA-1 and/or working experience with fabrication/construction Quality Assurance Programs, the ability to read and interpret fabrication drawings/specifications, excellent interpersonal skills, and professional experience with negotiation techniques and methods.
  • Maintain knowledge of relevant laws, regulations, policies, standards, and procedures. Interpret guidance and directives for application with specific issues or challenges.
  • Collaborate and/or work within acquisition and cross-functional teams to address challenges, institute improvements, and achieve the goals /objectives of the laboratory. Significant portions of work include the use computer systems or applications to access, create, edit, print, send, retrieve, or manipulate analytical data, files, or other information.

Minimum Requirements:

  • Specialist PR0300: Bachelors with 5 years experience; or Advanced Degree with 3 years experience Specialist PR0400: Bachelors with 8 years experience; or Advanced Degree with 6 years experience
  • Occasional travel to various INL sites
