This role can be located in Charleston, SC, Lafayette, LA, Huntsville, AL, Lebanon, VA, Belton, TX, or Knoxville, TN

Your future duties and responsibilities:

Supervises and manages workload assignments for subcontract administrators, while also performing hands-on administration of their own subcontract assignments. Responsible for establishing annual goals and objectives, performance management, and recruiting

Participates in opportunity strategy discussions with potential to impact the company

Analyzes and communicates new laws, regulations and subcontract trends

Actively participates in activities that may include 1) review of solicitation for risk areas and recommendations of subcontracting best practices; 2) preparing RFP/RFQ packages for the subcontractors; 3) conducting price analysis and negotiations; 4) participating in proposal color reviews and step reviews; and 5) attending internal proposal debriefings

Develops and negotiates proposal-related partner agreements (e.g. NDA, TA, CTA, etc.)

when CGI is the Prime

Performs partner due diligence to include DandB, Visual Compliance, etc.; Communicates analysis and recommendation to senior leadership

Provides problem resolution and counsel to management on strategic and complex subcontract issues.

Prepares and negotiates complex and routine subcontract documents (e.g., subcontract agreements, correspondence, memoranda, etc)

Assists the Purchasing Director with establishing guidelines and procedures for contract record organization and files. Audits and provides oversight of purchasing packages prepared by junior staff and peers to ensure compliance with guidelines/procedures (i.e., CPSR)

Ensures subcontractor kick-off meetings are conducted and periodic reviews are documented

Establishes periodic meetings and builds relationships with external and external counterparts

Leverages strong working relationships with all corporate organizations (e.g., Contracts, Legal, Shared Services, PMO, Risk, Supplier Diversity Outreach, EAS, etc.) to achieve optimal positioning. Communicates and executes subcontract directives/policy

Active participation in a professional organization is encouraged

Supports compliance with corporate risk directives including review of subcontracts

Supports audit and other corporate compliance activities (e.g. data calls, reporting)

Supports development of communications on subcontract requirements and regulations

Identifies training needs for subcontracts staff and coordinates required training and/or supports training development as needed

Required qualifications to be successful in this role:

Experience: Minimum of 7 years of Subcontracts experience

Education: Bachelors degree or related equivalent experience

Desired

Experience with Deltek Costpoint Purchase Order Module; Advanced degree; Professional certification (e.g., CPCM, CFCM, CCCM)

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $85,800- $165,200.
