We are seeking a Cost Analyst to support our customer by validating Program Management Office (PMO) Life Cycle Cost Estimates (Research and Development, Procurement, Operating and Support and Disposal phases of systems), support various Cost Review Board Working Groups and interface with various levels of management throughout the PMO’s and PEO. This position requires strong technical skills utilizing ACEIT, developing Cost Estimating Relationships (CERs), Learning Curves and Rate Slopes. You will have to apply independent judgment to plan, prioritize, and organize a diversified workload in a high-pace and detail-oriented environment.In this role, you will create and implement operations research/statistical/mathematical approaches and techniques to provide cost estimating/cost analysis solutions for the customer. You will assist PMOs in cost research to establish a credible cost database for use in analysis; analyze and interpret raw engineering and cost data for estimates; assist in developing parametric cost estimating models, learning curves, and rate slopes; and use statistical and quantitative risk assessment models as needed.This position may include estimating software costs, analyzing cost risks, reviewing performance measurement (Earned Value), and generating Independent Government Estimates in support of customer activities.You will also assist in the review of Cost Analysis Requirements Documents (CARD) / CARD-Like documents, Acquisition Strategies, Simplified Acquisition Management Plans, Acquisition Program Baselines, Business Case Analysis, Analysis of Alternatives, cost studies, various briefings, and providing support to PMOs in the development of milestone documentation.Required:

  • Bachelor's Degree in related field (Mathematic/Statistical background preferred)

  • Minimum 12 years of experience in cost estimating/analysis

  • Proficient in MS Office Suite, especially Excel

  • Working knowledge of DoD financial databases and processes

  • Experience in cost estimating software tools such as ACEIT

  • Experience developing DoD Life Cycle Cost Estimates

  • Experience developing automated cost models, cost databases, cost factors, and/or cost estimating relationships

  • Must have an in-scope security clearance

Desired:

  • Certified Cost Estimator/Analyst (CCEA), Professional Cost Estimator/Analyst (PCEA), or International Cost Estimating and Analysis Association (ICEAA) Certification
