Job Description:

The Senior Program Analyst will provide Earned Value Management (EVM) and Scheduling Support for the SLS Program Office under the NASA CPSS contract at Marshall Space Flight Center (MSFC).

• Provide integration and Element support of all program and project PP&C activities to include, but not limited to, program management, cost estimating, EVM, resource management, contract management, scheduling, and risk management.

• Assist with “what-if” scenario analyses and work-around planning. Provide recommendations on alternatives or “make-or-buy” analysis and planning.

• Assist program and Element management in the development, updating, and execution of project management plans and other required project documentation such as concept of operations, project plans, configuration management plans, safety plans, and risk management.

• Provide PP&C Integration support to NASA's annual Planning, Programming, Budgeting, and Execution (PPBE) process.

• Provide support for the development and maintenance of the program and project Work Breakdown Structure (WBS), WBS Dictionary, detailed project schedule, cost estimates based on data collected from the project team, and historical data.

• Review financial and labor reports for discrepancies and perform analysis on under- and overruns on charges versus plan. Develop project monthly financial data and integrated reports and track budget to improve cost control to adhere to program and project budgets and resolve discrepancies.

• Provide analysis of integrated cost and schedule data, Joint Confidence Level (JCL) analyses (i.e., cost and schedule), and other general business management functions.

• Develop management reports of performance metrics including baseline comparisons, schedule trends, and resource usage and projections, and track performance against the defined objectives.

• Notify program and project management of conflicts between requirements and resource availability within the program or project.

• Lead the development, update, maintenance, and execution of risk management and EVM plans, policies, and procedures for current and new business advocacies. Provide recommendations for the development and execution of business plans and strategic plans as it relates to EVM and risk.

• Assist, lead, and attend Integrated Baseline Review (IBR) meetings, as appropriate to support the SLS Program Office and Elements.

Experience Requirements:

• 20 years of applicable experience (15 years in Aerospace/Research and Development)

• Experience performing probabilistic schedule risk analysis and schedule health analysis.

• Experience using Milestones Professional and schedule risk tools (Full Monte, Acumen Fuse, etc.) desired.

• Advanced experience with Microsoft Office tools, including Excel, PowerPoint, Word, etc.

• Extensive experience using commercial schedule management tools such as Microsoft Project or Primavera.

• Proficient understanding of EVM policies and principles and use of analytical software

• Experience with implementation and management of integrated scheduling tools.

• Basic understanding of EIA-748 standard earned value management (EVM) principles.

• Project Management Professional (PMP) certification or other related certifications desirable

• Membership with the Project Management Institute (PMI) and/or the College of Performance Management (CPM) a plus.
