Canvas Inc. Financial Management Analyst in Huntsville, Alabama

Job Title: Financial Management Analyst

Location: Huntsville, AL

Canvas, Inc. is seeking a Financial Management Analyst within an Army Aviation Project Office! Canvas, Inc. provides services to a diverse group of customers in the areas of Test and Evaluation, Engineering Services, Program & Acquisition Management, and Product Integration. Duties for this role include, but may not be limited to the following:

  • Responsible for conducting research and program analysis using the General Fund Enterprise Business Systems (GFEBS), and Mechanization of Contract Administration Services (MOCAS), Shared Data Warehouse (SDW), and Wide Area Workflow (WAWF).

  • Review obligations and validate Un-liquidated Obligations (ULOs). Verify case lines determined to be logistically supply/service complete.

  • Validate the total FMS obligations on contracts and recognize missing obligations in the accounting system; and provide status of Unliquidated Obligation (ULOs).

  • Pull samples and data for budgetary reporting to ensure compliance within US Army Audit Readiness.

  • Research Unliquidated Obligations (ULOs) and Negative Unliquidated Obligations (NULOs) and advise management of closeout and reconciliation strategy.

  • Develop Reconciliation and Contract package for Acquisition Branch to clear ULO balances on contracts.

  • Assist in collecting date required for the Joint Reconciliation Program Audits.

  • As required, develop and prepare briefings, reports, executive summaries and other required documents which detail regarding the reconciliation of contracts with regards to ULOs, NULOs for disbursement issues, from various invoices submitted.

  • Provide applicable ULO document information to include MIPRs, DD448-2's, contract data, and GFEBS Status of Funds data to POCs for Contract and MIPR ULOs.

  • Assist with FMS Case and line closure on various contracts.

  • Responsible for monthly reconciliation and subsidiary registers to various financial reports.

  • Review and analyzes accounting system computerized reports.

  • Develop and presents recommendations for General Fund Enterprise Business System (GFEBS) accounts, transactions, and contracts.

  • Participate in meetings with customers, senior Army officers and civilians, government action officers and other vendors to gather and integrate data, assist with project scheduling and track progress of assigned work segments.

  • Provide Joint Reconciliation Program (JRP) support and be able to independently research and review audit samples.

    Experience & Skills:

  • Candidate should possess a working knowledge of the following items:

  • DoD financial execution and financial administration.

  • General Fund Enterprise Business Systems (GFEBS).

  • Shared Data Warehouse.

  • PIEE system.

  • Lines of accounting as well as Work Breakdown Structure (WBS).

  • Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), as well as other required regulations, policies, and procedures. Excellent communications and problem solving skills

  • Must have the ability to build strong working relationships with CHPO International leadership, support organizations, stakeholders, and peers through timely, consistent, transparent, and effective communication.

  • Must be able to interact and respond to the contracting officer through formal and informal contractual correspondence.

  • Must fully understand trouble-shooting procedures/actions to be taken for IDOC errors (labor, travel, contractor errors, etc) and Transaction Codes (T-codes) and be able to research and resolve errors posted in GFEBS.

  • Strong analytical and cost accounting abilities.

  • Experience with Foreign Military Sales (FMS) funding (Admin and Case) a significant plus.

    Education:

  • Various levels of education and years of relevant work experience will be considered for this position:

  • High School Diploma and 16 years

  • Associate's and 14 years

  • Bachelor's and 12 years

  • Master's and 10 years

    *Degrees in Acquisition and Contract Management preferred.

  • DAWIA Foundational Contracting Certification / Program Management / other DAWIA certifications. desired

    Required Security Level: Must be able to obtain and maintain secret clearance.
