U.S. Postal Service Sr Technical Surveillance Specialist in Houston, Texas

Summary Serves as a Technical Surveillance Specialist specializing in the use, instruction and installation of the most complex covert electronic and technical surveillance devices and techniques designed to provide intelligence and evidence in ongoing criminal investigations. Responsibilities Designs, acquires, assembles, modifies, tests and installs the most complex technical surveillance equipment to gather evidence in support of criminal investigations. Serves as technical task force leader on specific investigations, and makes recommendations regarding the types of equipment necessary to support the investigation. Serves as subject matter expert on specific technical equipment and surveillance matters. Conducts physical site surveys to determine the equipment and procedures required to obtain evidence that will be admissible in a court of law. Provides formal technical training for postal inspectors and other technical surveillance specialists on the application, operation, and use of specific technical electronic surveillance equipment. Conducts periodic preventive maintenance and serves as contracting officer technical representative for outsourced maintenance on specified equipment. Conducts research and development of new equipment and systems, and makes recommendations to management. Provides on-site troubleshooting of mobile radio communications and mail screening equipment. Assists division management in preparing equipment budget requirements. Serves as a liaison with other law enforcement agencies, serves on interagency technical surveillance working groups, and represents the Inspection Service at security-related meetings. Requirements Conditions of Employment Key Requirements You must be a U.S. Citizen. Other Conditions of Employment Willingness to submit to a Tier 2 Moderate Background Investigation (MBI). This investigation requires, among other things, completion of a questionnaire and fingerprinting for a criminal records check. The investigation may require a drug test. The successful applicant will be required to meet and maintain the requirements of this level of background investigation while holding this position. DESIRABLE QUALIFICATIONS: Experience in law enforcement and conducting complex investigations. Experience in Internet Protocol Control Protocol networking. SPECIAL CONDITION: Willingness to attain certification to work in high voltage environment (HVe). Qualifications Knowledge of the theories, principles, practices, techniques, use and operation of various types of criminal electronic and surveillance technical equipment. Knowledge of law enforcement procedures, practices, evidence gathering techniques and rules of evidence. Ability to serve as a subject matter expert concerning technical equipment and electronic surveillance matters. Ability to install, operate and troubleshoot audio, video, tracking and microwave transmission systems, radio systems and mail screening equipment. Ability to conduct and convey research on new equipment and systems. Ability to resolve complex problems relating to the use of electronics in surveillance or evidence gathering environments. Ability to lead a small task force of technical personnel to accomplish a specified mission. Knowledge of two-way radio systems, including portable and mobile radio communications equipment sufficient to troubleshoot malfunctions. Ability to communicate orally sufficient to liaison with representatives from other law enforcement agencies; provide training and technical guidance on use of surveillance equipment to inspectors and other technical surveillance specialists. Ability to communicate in writing sufficient to prepare written instructions on the use of surveillance equipment for various internal audiences. SPECIAL CONDITION: Willingness to respond to emergency situations utilizing the most expeditious means. SPECIAL CONDITION: Willingness to work long hours and irregular schedules both of which may include considerable travel.
