DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Managing Engineer will be responsible for the day-to-day operations within the Facilities Delivery Line of Capital Projects. Under the guidance of the Deputy Director and Assistant Director and in collaboration with other departmental stakeholders, the Managing Engineer will lead the East Water Purification Plant (EWPP) expansion project. The successful applicant will have strong Project Management experience in delivering Water/Wastewater treatment plant expansions with alternative/collaborative delivery methods primarily Design-Build, Construction Manager at Risk (CMAR) or Progressive Design-Build methods. The Managing Engineer will deal extensively and work closely with internal and external representatives and stakeholders to successful delivery of the project from inception to commissioning.

Additionally, the successful applicant will possess critical thinking, professional judgment, leadership, management and negotiation skills, customer service excellence, and knowledge of capital improvements and local/state laws on water quality and public procurements.

Day to day task may include:

  • Manages and directs work assignments of technical professionals.

  • Attends and conducts meetings and conferences.

  • Provides technical expertise in researching, developing, redesigning, monitoring and implementing various plans, designs and projects.

  • Trains and develops new hires and existing staff personnel.

  • Performs general administrative activities to provide support to departments.

  • Manages requests for services and establishes performance standards.

  • Negotiates contracts with A/E firms for services ensuring compliance to specifications.

  • Recruits, selects and hires technical personnel to enhance productivity.

  • Interfaces with departments to achieve goals and objectives.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Houston Public Works Department position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires graduation from approved curriculum in engineering that is approved by the State Board of Registration for Professional Engineers with a satisfactory standing.

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

EXPERIENCE REQUIREMENTS

Eight (8) years of active practice in engineering work after graduation from an approved curriculum in engineering, with four of the years as a licensed Professional Engineer, are required.

Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement.

LICENSE/CERTIFICATE REQUIREMENTS

Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

Professional Engineers licensed out -of -state must

be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2).

PREFERENCES

Preference will be given to applicants with the following:

• Experience in design, construction, and project management.

• Experience in delivering water/wastewater projects with an alternative/collaborative delivery method.

• Solid oral and written communication skills.

• Decision oriented with a problem-solving attitude.

• Computer skills will be preferred

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
