Job/Position DescriptionUnder the direct supervision of the Communicable Disease Program Manager, this position performs routine managerial work overseeing the daily operations and activities of the Department of State Health Services and#150; Public Health Region 6/5S (DSHS-PHR 6/5S) Immunization Program. Responsibilities involve the establishment of goals and objectives and the development of guidelines, procedures, and rules to ensure good practices as defined in the essential immunization core functions and components. Promotes and maintains working relationships with local public health organizations, other public and private agencies, and community-based organizations. Plans, assigns, and supervises all staff and program activities within the PHR 6/5S Immunization Program. Monitors, develops, and evaluates program budget and budget report requests. Develops and implements techniques for evaluating program activities. Participates in training and in regional responses to public health emergencies. Works under limited supervision with latitude for the use of initiative and independent judgement. Must be able to independently drive and travel throughout the State of Texas to complete essential job functions. Essential Job Functions(40%) Program Management: Responsible for the management of the Region 6/5S Immunization Program. Utilizes guidance from DSHS Immunization Program and regional direction to develop and implements strategies for the Texas Vaccines for Children Program, the Adult Safety Net Program, the Immunization Registry, the Perinatal Hepatitis B Prevention Program, Facility Immunization Assessments and for Local Health Department Immunization Programs. Responsible for the coordination of activities to expand private/public provider base for immunization service delivery in PHR 6/5S. Uses DSHS and CDC approaches to improve immunization rates such as compliance site visits to provider offices and unannounced storage and handling site visits. Performs and/or directly supervises professional and technical staff to perform the following: analyze program performance; develop action plans to improve performance or initiate new activities of the program; research, implement and share best practices for immunization programs and services. Promote the immunization registry among providers and schools. Responsible for all duties associated with the Immunization Program to include personnel, establishment and monitoring of goals and objectives, and sets priorities for immunization activities. Adheres to all agency and state policies, including, but not limited to human resources. Develop and implement reports to track progress of the Immunization Program projects. Identify areas of need to improve; develop plans/strategies with consideration for funding needs, resources, and requirements. Complete and submit Regional Quarterly Performance Reports to appropriate DSHS Central Office Immunization Program staff and PHR8 Communicable Disease Program Manager on a timely basis. Meets regularly with Communicable Disease Program Manager to provide program status updates. (20%) Training / Technical Assistance: Represents Public Health Region 6/5S at meetings, conferences, committees, and coalitions, providing expert level consultation, to improve immunization rates and vaccine management practices.
