Marine Spill Response Corporation Health, Safety, Environmental Advisor - Houston, TX in Houston, Texas

MSRC is offering an immediate opportunity for a Health, Safety, Environmental Advisor (HSEA) based in Houston, TX.   We are seeking an energetic, resourceful, and qualified individual to work in our Houston, TX location. The HSEA position is part of the Gulf Leadership team and is responsible for implementing the MSRC HSE program, which encompasses health, safety, environment, security, and HSE training. The position is responsible for ensuring MSRC is in compliance with applicable federal and regional state HSE regulations and works closely with the Corporate HSEM for HSE guidance. 

 

During responses, the Regional HSE Advisors are the MSRC designated Safety Officer(s) (SO) responsible for monitoring and evaluating all HSE aspects involved in emergency response related activities and/or natural disaster response activities, including the identification and evaluation of hazards. The SO provides overall direction and supervision with respect to the HSE requirements for MSRC and contractor’s working for MSRC emergency response personnel during a response. Additionally, the SO is responsible for emergency response training requirements, and coordination of all environmental compliance issues impacting MSRC’s response operations.

 

 Key responsibilities of the position include:   

  •   Administers and implements the MSRC HSE Program and enforces the HSE Safe Work Practices (SWP) in their respective region.

  • Makes recommendations to the Corporate HSEM concerning changes or additions to the SWP manual. 

  • Promotes safe conditions at all region facilities, vessels; identify potentially unsafe conditions and hazards. Support site/vessel to resolve and implement corrective actions and track accordingly. 

  • Proactively review and resolve HSE issues raised by employees and communicate as necessary HSE issues, corrective actions, etc. to the Corporate HSE Manager and/or regional management for resolution.

  • Audits and inspects MSRC’s HSE practices at regional sites to facilitate compliance with HSE laws and regulations; advises regional management of non-compliance and assists the responsible site in developing a compliance action plan.

  • Serves as the “Alternate Company Security Officer” in the Corporate HSEM’s absence for his/her respective region.

  • Advises regional management on HSE issues and concerns; addresses HSE problems and facilitates resolution.

  • Establishes and maintains relationships with state regulatory agencies as necessary.

  • Advises regional sites on federal and state HSE compliance issues.

  • Maintains knowledge of applicable final and proposed state HSE legislation and regulations and provides technical input on proposed rulemaking as appropriate

  • Provides technical assistance to the MSRC Response Team during spill responses

  • Tracks incidents. Investigates root causes of incidents as required. Reports findings, identifies, controls, and communicates the risks to personnel. Reviews accident and incident reports to ensure OSHA guidelines are followed. 

  • Prepares HSE statistical reports for regional management and the Corporate HSEM.

  • Participates in and contributes to the HSE workgroup and reports back to regional Leadership. 

  • Consults with MPA member clients and STAR contractors as appropriate.

  • Discusses issues and concerns with regional employees and resolves HSE issues in a timely fashion. 

  • Assume responsibility for additional projects as needed. 

  • Reports directly to the Region Vice-President (RVP)  

    Qualifications/Requirements

  • Bachelor’s degree in health, safety, environment, or security study/science, business, or other related discipline preferred.

  • Five (5) years of progressive experience in oil spill or emergency response and/or relevant health, safety, environment, or security compliance.

  • Knowledge of applicable state regulations, and federal OSHA, EPA, Coast Guard, DOT, and Homeland/Maritime Security regulations.

  • Knowledge of HSE subjects, oil spill response equipment, training techniques, deployment techniques, exercise design, evaluation techniques.

  • Ability to interface with the public and appropriate government agencies.

  • Versed in the Incident Command System (ICS).

  • Ability to respond within the prescribed 2-hour recall in the event of an oil spill 24 hours a day anywhere MSRC is authorized to operate.  

  • Ability to travel and/or cascade to oil spill sites and other locations. 

  • Proven leadership and interpersonal skills, as demonstrated by positions of progressive responsibility. 

  • Strong organizational skills, including the ability to prioritize. 

  • Advanced proficiency with Microsoft Office, including Word, Excel, Teams and SharePoint. 

  • Competent and comfortable communicator, in all modes and across all levels.
