GPMS AFCENT: Quality Manager (Contingency Hire)

POSITION SUMMARY: The AFCENT Site Quality Manager (QM) shall ensure the full range of United States Air Force (USAF) Global Prepositioned Materiel Services (GPMS) for United States Air Forces AFCENT located at Royal Air Force of Oman (RAFO) Thumrait Aur Base (AB), RAFO Masirah AB, and Salalah Port, Sultanate of Oman; Al Udeid AB (AUAB), Qatar; Al Jaber AB (AJAB), Kuwait; Al Dhafra AB (ADAB) and Abu Dhabi Warehouses (ADWH), Abu Dhabi, United Arab Emirates (UAE). The range of services and support include storage, maintenance, out load, reconstitution, exercise, and contingency logistics support. In addition, responsibilities include maintenance and repair (M&R) of Government Furnished Facilities (GFF), Government Furnished Property (GFP), and Government Furnished Equipment (GFE). In some cases, maintenance and repair of GFF may include minor construction (MC) projects. GPMS materiel may include War Reserve Materiel (WRM), Fuels Handling Equipment (FHE), Basic Expeditionary Airfield Resources (BEAR), Mine-Resistant Ambush-Protected (MRAP) Family of Vehicles (FOVs) and Joint Light Tactical Vehicles (JLTV), and other assets necessary to meet theater prepositioning requirements. The range of services is to ensure success and enable training exercises, theater contingencies, wartime operations, and other specified CCDM priorities. Other locations in the Continental United States (CONUS) or Outside Continental United States (OCONUS) may be included.

  • Develop and manage Quality Assurance (QA) and Quality Control (QC) Plan(s), organizations, procedures, systems, and processes necessary to produce and deliver products and services, which comply with Government Contract requirements, clauses, specifications, and all applicable authoritative standards and references.

  • Ensure quality compliance with plans, processes, organizations, and systems through desktop, on-site, and performance-based audits, inspections, and assessments.

  • Develop, manage, and continuously improve a comprehensive Quality Program that meets contract requirements while complying with KBR's higher-level Quality Management System (QMS) that assures compliance with the most current ANSI/ISO/ASQ 9001 QMS standard (currently 9001:2015).

  • Incorporate a comprehensive risk management plan to include a risk matrix/table that identifies all high and moderate risks and how each will be monitored, measured, and controlled. The plan shall be updated annually as a minimum and shall be in sync with USAF or client plans and standards.

  • Ensure compliance with applicable DOD and Air Force War Reserve Material (WRM) references.

  • Incorporate a customer survey program that is available to all customers and make the results of surveys available to the Government as part of the Quality Assurance/Control data available in the Management Information System.

  • Ensure Combating Trafficking in Persons (CTIP) laws, plans, and requirements are in place and met.

  • As required, ensure quality compliance with Whole Building Design Guide Construction Criteria Base (CCB), Unified Facility Criteria (UFC), and applicable Facility Sustainment, Restoration, and Modernization references

  • Maintain work environments that are safe, clean, sanitary, and healthy, and ensure working facilities and areas present a professional atmosphere.

  • Ensure proper utilization and safeguarding of all Government and contractor -provided property, including but not limited to government facilities, equipment, tools, information, and data.

  • Attend partnering meetings and function as an integral team member of the U.S. Air Force, CCDM, Corp, and other organizations, as well as cooperate and share pertinent information with applicable parties for program success.

  • Responsible for identifying and assuring performance objectives and standards.

  • Must report directly to a senior corporate official and shall not report directly to the Project Manager.

  • Will be part of key personnel and have full authority and responsibility for assuring performance objectives and standards identified in this contract are met.

  • Shall be on-site during the Government's regular working hours and available within two hours after the Government's regular working hours.

  • Optimize project execution by ensuring services meet the established quality standards, including reliability, usability, and performance.

  • Responsible for overseeing and ensuring the quality of maintenance operations within a government training environment.

  • Identify, prioritize, document, and assess customer quality requirements to ensure consistent understanding and customer satisfaction.

  • Develop, document, and measure relevant quality requirements to ensure that delivered products and/or services meet customer needs.

  • Confirm that high-quality work is initially produced by performing independent and objective assessments of maintenance -level work products.

  • Integrate quality disciplines within equipment maintenance management systems.

  • Implement quality assurance and control procedures during maintenance operations.

  • Assure safe and reliable repairs and services are performed on all equipment.

  • Perform other duties as assigned.

WORKING ENVIRONMENT:

Work will be indoors and outdoors. Exposure to heat, cold, dust, noise, chemicals may occur. Overtime and shift work may be required depending on contractual needs as well as occasional to frequent travel. Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions. Task specific work environment training maybe provided. Must be prepared to function in a wartime or contingency environment support U.S. interests.

PHYSICAL ACTIVITIES:

Work may require using and wearing personal protective equipment such as, hearing and eye protection, hard hat, and steel-toed boots.

Work requires moderate physical exertion including walking to operating areas and walking up stairs

MINIMUM QUALIFICATIONS:

Education/Certifications:

  • Bachelor’s Degree from accredited four-year college

  • Registered as an American Society for Quality (ASQ) Certified Quality Auditor (CQA)

  • Lead Auditor certified

  • Trained as an ISO 9001 Internal Auditor. Note: If not currently trained upon hire, must achieve training within 90-days of hire or contract award whichever comes first.

  • Must be a U.S. Citizen with a valid U. S. Passport and U. S. Driver's License as well as an active secret clearance is highly desired.

  • Must be able to read, write, speak and understand English fluently.

  • Must have and maintain a valid U. S. SECRET Security Clearance (or be able to obtain one).

Experience:

  • Minimum 5 years’ experience on similar projects.

Skills:

  • Great communication, analytical, pro-active, well organized, results-oriented, and a team player.

  • Use computers and related software such as Microsoft Office and other common products used in office environments and in the quality management industry.

  • Able and willing to work periods of long hours to meet mission requirements.

Certifications that are an advantage:

  • The American Society for Quality (ASQ)

  • Lean Six Sigma Green or Black Belt

  • Project Management

  • OSHA 30

  • Experiences with implementation of corrective and preventive actions programs.

  • In-depth knowledge of tools, concepts and methodologies of Quality Management.

  • Contingent upon passing all medical, health and security background screening requirements.

  • Military experience in a contingency environment as well as knowledge and experience working with government contracts preferred.
