DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Performs substantially complex and varied administrative functions in the direction and

coordination of programs and procedures in the assigned department.

  1. Manages Houston Health Department Accounts Payable (AP) functions; establishes goals and monitors and evaluates section performance, develops and evaluates subordinates.

  2. Coordinates accurate and timely processing of all financial documents.

  3. Trains and monitors the Accounts Payable staff to identify problems and effectively

communicate with management to resolve them in a timely manner.

  1. Verifies correct funding is used for document processing and reconciles AP invoices.

  2. Upholds an atmosphere of cooperation and good customer service to both external and

internal customers

  1. Oversees the fiscal year closeout to ensure accruals and reversals are processed correctly.

  2. Acts as a liaison with the Finance Department and the Controller’s Office.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.

EXPERIENCE REQUIREMENTS

Six (6) years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two (2) years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

None.

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • Working knowledge of the SAP financial system and accounts payable.

  • Internal Contacts:

  • Level of internal contact is primarily with Managers and Assistant Directors.

  • Interaction requires substantial sensitivity and cooperation, e.g., basic project interaction.

  • External Contacts:

  • Level of external contact is primarily with citizens, visitors and/or mid-level representatives of government agencies, guests, vendors and professional contacts with allied organizations.

  • Interaction requires considerable tact and cooperation involving somewhat sensitive issues or problems.
