GSI Service Group Inc. Proposal Manager I in Honolulu, Hawaii

JOB SUMMARY

This is an entry-level position. The Proposal Manager I will support Senior Proposal Managers in developing complex government proposals and bid preparations. The Proposal Manager is responsible to ensure all of the company’s proposals are fully executed from start to finish. This includes implementing and coordinating all phases of the company’s proposal process in response to government and commercial requests for proposals (RFPs), in addition to driving response within the proposal deadlines. This position will also be required to support business development and marketing activities as needed.

DUTIES AND RESPONSIBILITIES

The duties and responsibilities of this position include but are not limited to:

Proposal Management

• Support proposal development with capture managers from capture to award.

• Define, schedule, and manage the proposal preparation process, including analyzing the details of RFPs.

• Coordinate proposal efforts with the technical division, contracts department, contractors, subcontractors, finance department and human resources.

• Prepare and track teaming agreements.

• Oversee proposal writing team; coordinating efforts and ensuring all timelines are met.

• Draft standard sections of proposals.

• Ensure proposals are in accordance with the RFPs and FARs.

• Draft project descriptions, gather photographs for new projects, create resumes for new employees.

• Manage databases containing project descriptions, project photos and employee resumes.

• Respond to annual local government requests for qualifications.

MINIMUM QUALIFICATIONS, SKILLS, AND EDUCATIONAL REQUIREMENTS

Qualifications

• Undergraduate degree from an accredited college or University and at least one year of experience leading and/or providing technical writing services for multi-million dollar government proposals.

• Excellent communication skills, both written and oral.

• Mastery of Microsoft Office Suite.

• Desirable experience leading proposal efforts for Department of Defense construction, architect and engineering, and/or environmental RFPs.

Skills

• Proven ability to meet deadlines and follow-through independently.

• Ability to deliver compliant, professionally produced proposals

• Proven ability to engage and motivate a diverse group of Engineers, Project Managers, Consultants and Subcontractors in proposal writing efforts.

• Exceptional facilitation and organization skills.

• Working knowledge of government and military contracts.
