SMX is seeking a Multilateral Plans Subject Matter Expert (SME) to support the USINDOPACOM J5. In this position you will support high priority Department of Defense (DoD) efforts to develop plans, exercises and engagements that optimize U.S. force capabilities, posture and requirements.

The Multilateral Plans SME must understand the complexity and value of U.S. posture in the Indo-Pacific and evaluate best use of USINDOPACOM resources to develop combined, joint, deliberate and contingency plans for the Indo-Pacific AOR. This position will support various OPLANs, CONPLANS, and Campaign Plans developed by USINDOPACOM. The candidate for this position must be well versed in the Joint Planning Process (JPP); Joint Planning Group (JPG) procedures; as well as Component Command staff functions and capabilities. This position must also be well versed in policies, military organization and capabilities, engagements, and opportunities with partner countries in the AOR.

You would be a great candidate for this position if you have strong interpersonal skills; can communicate effectively; can manage multiple tasks simultaneously; and can make decisions in the midst of ambiguity to meet deadlines. The successful candidate must be a self-starter that needs minimal supervision.

Essential Duties and Responsibilities

  • Coordinate political, diplomatic, economic, information, and military courses of action for USINDOPACOM theater campaign plan

  • Support development of plans, engagements, exercises and briefings for priority USINDOPACOM partner countries

  • Engage with OSD and Joint Staff to coordinate USINDOPACOM’s contribution to the National Defense Strategy and National Military Strategy

  • Coordinate with Service Components to understand their capabilities and integrate their Operations, Activities and Investments (OAIs) with USINDOPACOM’s strategic objectives

  • Coordinate with high level stakeholders to include USINDOPACOM senior staff, Component Commands, OSD, other Geographic and Functional Combatant Commands, and the IC where required

  • Coordinate with partner countries to synchronize bi-lateral and multi-lateral strategic objectives, plans and operations

  • Report status, develop program/project-related documentation, and maintain production and quality metrics for assigned project

  • Establish and maintain effective working relationships with the Government’s program managers, representatives, and authorizing officials

  • Work cooperatively with the government lead in developing short- and long-range goals, objectives, policies, and operating procedures in accordance with program objectives

  • Have a high attention to detail, working closely with plans, operations and technical stakeholders to drive measurable results

  • Produce high-quality, well-written technical documentation

  • Work effectively within a delivery-centric, multi-functional team

  • Work in a fast-paced, agile environment with fluid requirements and changing priorities

Required Skills & Experience

  • Required clearance: Secret with TS/SCI eligibility

  • 5+ years of experience in DoD in a plans, operations, communications or intelligence related field/program

  • 3+ years of experience with USINDOPACOM specific OPLANs, CONPLANs or Theater Campaign Plan

  • Experience interacting with and briefing senior government and industry leaders on topics related to plans and policy, specifically:

  • Political, diplomatic, economic, information, and military courses of action

  • Forces, capabilities, policy, and doctrine of partner nations

  • DoD organization, planning, operations, and interface with other whole-of-government agencies and foreign militaries

  • Federal agency plans, policies, operations, and procedures, and their interface with equivalent military areas

  • Planning, management, and military operations of Service Components

  • Sanding Joint Task Force (JTF) commands of various unified command staff agencies

  • Previous experience supporting plans and operations for USINDOPACOM

  • Minimum of Bachelor’s degree

  • Demonstrated success in government project and/or personnel management (DoD preferred) through prior work experience in a customer-facing role

  • Knowledge of USINDOPACOM staff functions, operations, and requirements

  • Knowledge of process improvement techniques and ability to direct improvement initiatives

Desired Skills & Experience

  • Master’s degree in political and/or military science

  • Joint Professional Military Education (JPME)

  • SAW/SAM graduate or equivalent military plans training
