Job Description:

The Mission Networks Surveillance and Automated Solutions Division is looking for a Deputy Program Manager who will be responsible for successful program operations execution, customer satisfaction, and financial performance in this high performance business area. The Deputy Program Manager leads execution of different areas of the program inclusive of expansion and enhancement initiatives and proposals, execution performance, subcontractor relations, resource planning, and business pursuits by drawing upon technical development and project management experience. The Deputy Program Manager develops strategies to influence programmatic direction to enable both program and business success. In this position, the Deputy Program Manager will communicate directly with customers, leadership, and cross-functional program teams. Opportunities for problem solving and innovation are regularly complex requiring broad-based consideration of variables that impact multiple areas of the organization.

Essential Functions:

• Support pursuit activities from a program management perspective to create proposals for delivery to the end-customer and lead internal development activities to evolve our solution• Work with potential customers to determine needs, requirements, and new business opportunities• Manage the cost, schedule, and technical performance requirements of a complex technical program through the life-cycle phases of development, implementation, and operations• Employ Earned Value Management in program planning, execution, and control• Manage a collaborative work environment with the customer to achieve business objectives• Ensure that all resources such as engineering, manpower, production, and facilities are available to support the program• Direct the work of employees assigned to the program from technical and support areas• Solve highly complex problems with significant business impacts• Interact with internal management, customers and partners on significant business matters• Support ADS-B Program Manager in developing growth strategy for existing and new programs based on differentiators

Qualifications:

• Bachelor’s Degree and a minimum of 12 years of prior relevant experience; Or, Graduate Degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, a minimum of 16 years of prior related experience• Experience leading cross-functional, highly experienced professionals through collaboration/matrix organization• Working knowledge of the Federal Government budget and authorization process• Familiarity with Federal Aviation Administration (FAA) and Department of Defense and/or US Intelligence Community Programs• Ability to obtain and maintain a Public Trust clearance

Preferred Additional Skills:

• Direct experience interacting with customers to define mission needs and translating requirements to engineering and other program management personnel• Proven proficiency to prioritize tasks and organize a workload to ensure most important issues are addressed first• Ability to interpret, condense, and present findings to audiences with variable skill sets and experience levels• Experience collaborating in a team environment on multiple concurrent projects with overlapping competing deadlines• Ability to think abstractly and analytically to provide in-depth analysis and recommendations to internal customers, teammates, and external constituencies• Highly motivated, self-starter who is willing to dive into the details – collaboration and influence skills• Strong business acumen, collaborative ability, and written communication skills• Experience and understanding of forecasting, investment strategy, standard estimating, and budgeting practices, capture planning and proposal
