The Role

The Lead Project Manager – Federal is a position in the Lumen Federal DOD Program Management Organization supporting DOD customers in network services, implementations, and management. This position is a direct position on the contract with the customer. The Lead Project Manager position will work the team lead to manage projects supporting a global WIFI network and will lead cross-functional teams to include third-party vendors, internal Network Operations, and Internal Security groups in the planning and execution of telecom projects.

The position requires broad experience in all functional activities to successfully plan, implement, and support circuit deliveries, equipment installations, and a day-two management takeover.

The position will support a larger team on proposals, project scheduling (MS Project), operational support, ordering, inventory, transition/implementation performance reporting, budgeting/forecasting, training, customer care, operations, program management plans, change management plans, resource plans, quality assurance plans, and risk management plans, etc .

The Main Responsibilities

  • The position will directly interface with engineering, network management, third party vendors, service delivery, service ordering, warehousing, and customer technical representatives to discuss technical project aspects. The position demands a solid technical background and an understanding of the DOD site and technical requirements. The position may also require collaboration in support of reviewing/developing requirements and collaborating with appropriate teams to answer requirements resulting from the customer's statement of work, Task Orders, and Contract Modifications. The position will require both remote and local office attendance. Working remote will require internet at home and capable voice communications, inclusive of cell phones. The position will provide tracking, updates, and the creation of comprehensive scheduling, reporting, and status reports to the program office: management of integrated MS Project schedule for a complex implementation and operations program. Some of the duties include:• Collaborate with Contracts and Security colleagues on delivering formal deliverables to customer.• Draft and control formats for documents, change logs, issues logs, etc• Maintain document number log/registry.• Facilitate status and track the document review process, including writing, editing, etc.• Maintain document libraries within shared network directories and SharePoint. • Collaborate with Contracts, Security, and Network Operations colleagues on delivering formal deliverables to the customer.• Communicate with various audiences: management, colleagues, leadership, and customer representatives.• Participate in process improvement.• Work with technical data and understand the importance of accurate information.• Compile and trend data for analysis.

What We Look For in a Candidate

Desired Qualifications:

• BS in Management, related field or equivalent work experience

• Exceptional written and verbal communication skills.

• Expertise in Microsoft Office Suite, especially Microsoft Project. Significant experience with SharePoint is advantageous.

• Project Management Professional / Project Management Institute (PMP/PMI) certification.

• Other PM-related Certifications.

• Solid understanding of Data Services installation activities on Department of Defense bases and facilities.

• Experience in the transition, implementation management, and execution of large-scale Department of Defense Contracts to include vendor management experience.

• Familiarity with basic Networking and Wi-Fi technology.

• Experience working in global organizations where partners and project teams are geographically dispersed.

Preferred Qualifications:

  • Project Management Professional / Project Management Institute (PMP/PMI) certification is high desirable

  • Solid understanding of Data Services installation activities for federal government agencies

  • 5-7 years of Federal Data Services Transition and Implementation Program Management

  • Strong working knowledge of Lumen Ordering and Provisioning processes desirable

  • Experience in the transition, implementation, management and execution of large-scale Federal Government Contracts to include vendor management

  • Successful experience in the development of proposals for Federal programs

  • Builds and maintains excellent customer relationships, especially with the contracting officer’s technical representative (COTR) and senior management

  • Knowledge of the Networx Universal and Enterprise GSA Contract vehicle is desirable

  • Ability to manage process/procedural changes - thorough understanding of Federal Government contracts

  • Strong knowledge of traditional data services

  • Strong verbal and written communication skills

  • Demonstrated conflict resolution skills

  • Ability to work in a fast-paced, multi-task, stressful environment

  • Ability to create and matrix-manage various functional teams

  • Possesses and has demonstrated strong, effective leadership skills

  • Required Qualifications:• Associate degree in Management or related field (or equivalent work experience). • Have a public trust clearance or the ability to obtain public trust clearance upon hire.• 3 years working knowledge and experience with MS Project in network implementation. • 3-5 years’ experience in project management with a minimum of 2 years in network implementations. • Significant project management experience with proven delivery track in the telecommunications environment.

Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

Location Based Pay Ranges

$93,210 - $124,280 in these states: VA.

As with the pay range variety that's based on the region of a country, specific offers are determined by various factors such as experience, education, skills, certifications and other business needs.
