City of Hermitage Bookkeeper-Clerk in HERMITAGE, Pennsylvania

GENERAL PURPOSE

The Bookkeeper-Clerk keeps records of financial transactions and performs a variety of tasks to relieve department officials of clerical work and administrative and business details.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended as illustrations of the various types of work that may be performed pursuant to the City Charter. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment pursuant to the requirements of the City Charter or other applicable laws or regulations.

  1. RECEIVES AND PROCESSES PAYMENTS: Receives and reviews payments for accuracy, posts information to computerized accounting system, balances cash drawe
  2. SERVES GENERAL PUBLIC: Answers telephone, receives and provides information to the general public, routes inquiries to appropriate individual or departmen
  3. PREPARES INVOICES AND STATEMENTS FOR BILLING: Enters data to maintain updated records for various accounts, billings to customers and payments to vendors, reconciles statements, resolves discrepancies, issues checks
  4. MAINTAIN FILES AND RECORDS: Maintains files and accounts, prepares financial reports, provides files and records for auditors
  5. PERFORMS OTHER ADMINISTRATIVE TASKS: Completes forms as required, orders items, opens and distributes mail, and other related duties as directed

RESULTS EXPECTED

  1. Accurate, complete and retrievable records, files and reports of financial transactions are maintained in accordance with accepted governmental accounting standards
  2. Billings are accurate and issued in a timely manner
  3. Public is provided excellent service

SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibilities

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

  1. Principles and practices of bookkeeping and accounting systems
  2. Principles and practices of computers in financial applications
  3. General office practices and office/business equipment

Ability to:

  1. Organize and maintain files
  2. Maintain confidentiality with financial records
  3. Balance cash drawers, reconcile statements, prepare accurate reports
  4. Effectively deal with general public, vendors and other employees
  5. Follow detailed instructions

EDUCATION AND EXPERIENCE

Qualifications include one year of experience with a post-secondary/associate degree or an equivalent combination of experience and education. 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

LANGUAGE ABILITY

Ability to read and comprehend detailed instructions, correspondence, billings and invoices, business correspondence and memos. Ability to write basic correspondence. Ability to present information clearly and concisely to the general public, vendors and other City employees.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, diagram, or schedule form; Ability to deal with problems with several concrete variables in standardized situations.

COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of computerized information management tools including internet web browsing, e-mail, spreadsheet, word processing, special financial and accounting software and related office functions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or craw . The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as found in a common office environment.
