Vance County Emergency Management Coordinator in Henderson, North Carolina

General Statement of Duties

The Emergency Management Coordinator assumes day to day management responsibilities for all services and activities of the Vance County Emergency Operations, Emergency Management Office, which provides 24-hour service for emergency situations and non-emergency assistance during normal business hours. This individual oversees all aspects of the Emergency Management function for the City and County and assists the Emergency Operations Director in the development and implementation of goals, objectives, policies and priorities for the Vance County Emergency Operations, Emergency Management office. Additionally, this individual will have a responsibility to work within the 911 Communications Center and must therefore train for, and become certified in all areas allowing them to work effectively and be willing to respond as needed to Emergency Communications related events and incidents.

Essential Duties and Tasks:

1.Oversees the day to day operations of the County Emergency Management Office. Represents the Emergency Operations Director in a variety of situations, including attendance at required state and federal emergency management workshops, training sessions and county meetings.

2.Is on call 24/7 to respond to emergency situations; when the emergency operations center is activated, staffs the center serving as back-up for the director in coordinating emergency response activities; writes and issues press releases during emergencies and serves as a liaison with other agencies and the press; directs the EOC in the Directors absence.

3.Rotates 24 hour emergency call with the 911 Operations Manager in accordance with an established on call schedule.

4.Assists in the development of plans for mitigation, response, and recovery of all types of man-made or natural disasters, including national security, nuclear plant, weather, hazardous material spills, and others.

5.Attends meetings of advisory and planning committees; takes minutes and responds to requests for information.

6.Conducts briefings for City and County officials during EOC activations and other critical incidents as needed.

7.Maintains a current and accurate record of all assigned VIPER subscriber units and works regularly with members of other agencies to ensure their communications needs are addressed.

8.Ensures that all Emergency Management related equipment is properly maintained. Either performs maintenance directly or makes arrangements to have maintenance performed on a regular basis.

9.Works on an ongoing basis to maintain an updated list of all contact information for all agencies and department heads required to ensure connectivity during times of crisis.

10.Attends all classes as instructed by the Emergency Operations Director that are necessary for the job.

11.Manages all Emergency Management related local, State and federal grants.

12.Maintains strong, positive relationships with other public safety and governmental agencies in Vance County and the City of Henderson.

13.Participates in a variety of trainings to obtain and maintain emergency certifications and increase knowledge of emergency response activities.

14.Participates in the development and review of standard operating procedures and updates; compiles information and researches procedures.

15.Coordinates on an ongoing basis with the 911 Operations Manager to ensure that a high level on continuity exists at all times.

16.Compiles information for budget requests; researches spending options; prepares purchase orders; grant reporting / writing and other reports; prepares monthly false alarm reports.

17.Produces 911 recordings for release to other public safety agency and media outlets upon request, for use in investigative or court proceedings in accordance with North Carolina General Statutes.

18.Fills in as needed in the E-911 Communications Center as a Telecommunicator.
