The Department of Revenue is looking to fill the position of Taxpayer Program Development Specialist. This position is responsible for providing training to Department of Revenue staff, other commonwealth agencies, and outside organizations. DESCRIPTION OF WORK

In the role of Taxpayer Program Development Specialist, you will design, develop, update, and deliver both basic and more detailed trainings on taxes, tax systems, and other department programs in various formats to both department employees and outside entities. It will be essential for you to remain current on tax laws and make updates or develop new training materials and presentations as needed. You will have the opportunity to analyze training effectiveness, monitor employees during and after training to ensure transfer of knowledge, provide coaching and evaluate employee performance. Travel as needed to conduct trainings and presentations will be included in your duties. Interested in learning more? Work Schedule and Additional Information: Full-time employment. Work hours are 9:00 am to 5:00 pm, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, depending on operational needs and progress in learning assigned tasks. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to work on-site. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: Four (4) years of experience in reviewing tax documents and making taxpayer liability decisions including computing penalty and interests by approving refund requests, approving deferred payment plans, functioning as a lead worker for tax examiners, or preparing original correspondence advising on the status of a case or explaining the application of tax laws; or Any equivalent combination of experience and training which provides the applicant with the required knowledges, skills and abilities.

Legal Requirements: This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
