RACP Program Manager - 10300000892 DESCRIPTION/RESPONSIBILITIES:Tetra Tech Inc. is currently seeking a full-time Redevelopment Assistance Capital Program (RACP) Program Manager for our Harrisburg, PA office. Tetra Tech is seeking to add a team member who has familiarity and experience working with the Commonwealth of Pennsylvania's Redevelopment Assistance Capital Program (RACP). Tetra Tech provides services on behalf of Pennsylvania's Office of the Budget, which includes conducting reviews of RACP Application and Business Plans (AandBP) and providing construction monitoring services, to ensure programmatic compliance with RACP guidelines and requirements. Tetra Tech is seeking an applicant who can both provide these services as well as oversee project team members who are providing assistance. Immediate responsibilities include: * Provide AandBP review services on behalf of the Office of the Budget. * Host and conduct required meetings with applicants. * Act as the primary point of contact for RACP applicants actively participating on the program. * Provide construction monitoring services on behalf of the Office of the Budget. * Review construction documentation. * Develop all reporting material required to be submitted to the Office of the Budget. * Prepare meeting materials in the required format. * Develop Application Review Reports for submittal to the Office of the Budget. * Track all special conditions identified by the Office of the Budget for specific projects, and ensure they are being addressed to the Office of the Budget's standards. The individual will work in a team environment with staff members from various disciplines. This position will include the following functions: * Functioning as the primary point of contact with the Office of the Budget. * Technical writing for sections of reports, plans, and other related documents. * Facilitating meetings * Providing oversight and management of staff members. * Reviewing deliverables created by other project staff. * Reassigning staff and coordinating work efforts. * Managing project time and budgets for active projects. * Troubleshooting issues that are causing projects to lag. * Securing new RACP projects through the Office of the Budget. * Managing projects in accordance with Tetra Tech's technical, quality, and fiscal requirements and policies. * Mentoring and developing less-experienced planning staff. Job Requirements:Tetra Tech is seeking individuals who are already familiar with the RACP program, have experience in developing and reviewing funding applications, and are familiar with general construction projects. The following experience is required: * A minimum of five (5) years of experience working directly with clients or grant recipients. * A minimum of three (3) years of experience providing oversight of staff members on projects. * A minimum of three (3) years of experience actively working on RACP projects- preparing and/or reviewing AandBPs on behalf of the Office of the Budget. * A complete understanding of all phases of the AandBP development and review process, as well as the construction monitoring process. * An understanding of, and familiarity with, the RACP program's requirements for steel and prevailing wage compliance. * Familiarity with construction projects- phasing, change orders, permitting, etc. Successful applicants will have the following skills: * Ability to communicate effectively with Commonwealth officials, applicants, developers, construction teams, and a variety of other stakeholders * Analytical skills related to qualitative and quantitative data * Technical and non-technical writing * Information and data analysis * Meeting facilitation * Project management * Delegation of work * Conflict resolution * Multi-tasking and the ability to manage multiple projects simultaneously * Must be able to drive a motor vehicle and pass a motor vehicle records background check * A Bachelor's Degree in public administration, finance, plannin
