As part of this role, you will be responsible for developing and implementing Department policy for highway-rail crossings in accordance with federal and state laws and regulations. This ensures that the Department remains compliant with all relevant laws and regulations. Additionally, you will serve as a liaison between PENNDOT and the Public Utility Commission (PUC) for activities related to obtaining a PUC Order or Secretarial Letter for a highway-rail crossing.

Another key aspect of this position involves preparing and submitting Department applications to the Public Utility Commission (PUC) for any necessary alterations to public highway-rail crossings. This ensures that any modifications or changes to these crossings are properly documented and approved by the PUC.

You will also have the opportunity to attend Diagnostic Team field conferences, specifically the PUC Field Conferences, as the Department's representative from the Bureau of Project Delivery. Your role in these conferences will be to assess and determine the required improvements for highway-rail crossings, based on the discussions and findings during these conferences.

In addition, you will be responsible for reviewing both preliminary and final design construction plans, as well as ECMS construction contracts for Railroad Highway projects. This review process is crucial in ensuring that these projects comply with both Federal and State design criteria and regulations. Based on your review, you will provide recommendations for any necessary adjustments or improvements.

Lastly, you will provide assistance to the Office of Chief Counsel in the preparation of petitions to be filed with the PUC. This includes preparing testimony, briefs, and agreements to be presented to the PUC. Your expertise and input will be valuable in ensuring that these documents are comprehensive and effectively represent the Department's position.

Work Schedule and Additional Information:

Full-time employment Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with 60-minute lunch. This position may be eligible for alternate work schedule. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office at a DOT field office closest to the selected candidate's current location, if office space is available. Employee will be headquartered at a District Office closest to the employee's home, with the exception of employees living or working in the District 8-0 area, who will be headquartered out of Central Office. Frequent statewide travel will be necessary, including required attendance at meetings in Central Office. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: Four years of professional civil engineering experience which includes three years in the appropriate specialty. Special Requirement:

Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists. Condition of Employment:

This position re uires possession of a valid Non-commercial Class C Driver's License. Post-Employment Requirement:

For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six-month probationary period.

Other Requirements: PA residency requirement is currently waived for this title. You must be able to perform essential job functions.
