Commonwealth of Pennsylvania Air Quality Program Specialist in Harrisburg, Pennsylvania

Reference #: 4507600 THE POSITION The Department of Environmental Protection in Dauphin County is currently looking to hire an Air Quality Program Specialist to join the team in the Regulatory Development and Training Section of the Bureau of Air Quality. The ideal candidate for this position would have a Juris Doctor (JD) degree, although candidates with paralegal experience or a Master's of Library Science (or equivalent experience) are also encouraged to apply as the nature of the work performed in this role can accommodate various backgrounds. DESCRIPTION OF WORK

As part of this role, your primary responsibility will be to develop rule-makings and State Implementation Plans (SIPS) in compliance with state and federal laws, as well as Department and Commonwealth procedures. This will involve creating rule-making documents, regulatory analysis forms, technical analyses, and comment/response documents to ensure alignment with Commonwealth policy and procedures.

Additionally, you will be required to conduct a thorough review of regulation and policy documents to ensure clarity, completeness, accuracy, and adherence to relevant policies and procedures. This will involve carefully examining these documents and making any necessary revisions or updates to ensure their compliance.

Another aspect of your role will involve developing and coordinating technical training programs for Bureau and Regional Air Quality staff. This will require you to design and deliver training sessions that enhance the technical skills and knowledge of the staff members, enabling them to effectively carry out their responsibilities.

It is essential that you possess strong writing skills, as you will be expected to adhere to the Pa Code and Bulletin Style. This includes being able to draft consistent language that is legally defensible and conducting thorough research on rules and regulations to support your work. By demonstrating these skills, you will contribute to the development of high-quality and legally sound documents and policies.

Work Schedule and Additional Information:

Full-time employment Work hours are 8:30 AM to 4:30PM, Monday - Friday, with 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements:

Two years of experience as an Air Quality Specialist; or

One year of experience as an Air Monitoring Program Supervisor; or

Three years of professional work in the control and abatement of air pollution and a Bachelor's Degree in Biology, Chemistry, Physics, Engineering, or an environmental field closely related to Air Quality Management; or An equivalent combination of experience and/or training.

Special Requirement: This position requires possession of a valid Pennsylvania driver's license.
