Amentum Spectrum Manager SME in Hanover, Maryland

Amentum is seeking a highly technical and detail oriented spectrum SME to aid the National Telecommunications and Information Administration (NTIA) in implementing the regulatory standards into evolving software tools. NTIA is in the process of replacing, enhancing and adding to its spectrum systems portfolio to incrementally develop and transform spectrum management processes through improved technologies and architectures, enhanced automation and interoperability across the federal government. The spectrum SME will capture production issues in the form of JIRA tickets. As JIRA tickets are captured the Spectrum SME will research to determine if the issue is related to the system entered in the EL-CID Online tool or if the issue is with the tool itself. In instances where the problem is in the system submitted the Spectrum SME will coordinate with the NTIA System Review Branch engineers and the system application owner to identify solutions. For issues that require correction within the software tool, the Spectrum SME will assist the developers with understanding and provide written guidance for the correction as well as acceptance criteria.

Responsibilities:

  • Research reported production issues.

  • Create JIRA tickets capturing issues and resolutions

  • As part of researching issues, determine if there is a difference in functionality between EL-CID Desktop and EL-CID Online which needs to be ported to EL-CID Online. Assist SME with proposing new requirements to EL-CID Online.

  • Review production issue findings with PM and current SME. Then review with SRB engineers and System Owner.

  • Assist with writing descriptions and acceptance criteria for new JIRA stories.

  • Attend Integrated Project Team (IPT) meetings.

  • Help developers and testers understand the functionality to be implemented.

  • Help to test the functionality after developers implement the changes.

  • Assist the current SME with spectrum frequency assignment questions.

  • Good written and verbal communication skills coupled with strong listening skills.

  • Ability to write documentation where audience is a spectrum engineer and, separately, software developers.

  • Ability to prepare mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.

  • Ability to work independently.

  • • Assist with creating training material (input certification requests), training scripts, and PowerPoint presentations.

Required Qualifications and Skills:

  • Bachelors Degree (BA/BS) with 5-10 years of experience

  • In lieu of Bachelor's degree, equivalent combination of education, spectrum training, or 10+ years of work experience.

  • Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum).

  • Recognized subject matter expert in job area (EM Spectrum) typically through advanced education and work experience.

  • 5+ years experience working with system parameters for satellites, radars, antennas, receivers and transmitters.

  • 3+ years knowledge of EL-CID Desktop application.

  • Must have an Active Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance

Preferred Skills:

  • Experience with EM spectrum frequencies and how the federal government assigns them.

  • Knowledge of DoD StepStone system

  • Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF).

  • Knowledge of JIRA and Confluence.

  • Knowledge of XML and XSD.

  • Knowledge of XSLT

  • 5+ years experience writing technical documentation.
