Project Overview

The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.

Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.

Job Summary:

The Area Manager will report to the Project Superintendent and is responsible for managing, coordinating, and administering the project from planning through procurement, construction, and turn-over. Supervises the development of budgets and schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. Resolves problems and coordinates the final turnover of work to those responsible for downstream work activities. Provides leadership for the development and maintenance of a high-performance project team. Has overall responsibility for scope execution, ensuring that the Program and Project are delivered within contract requirements, standards of quality and safety, and to Customer and Bechtel performance expectations. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift to support the project execution plans and schedules.

Responsibilities

  • Directs and manages all professional staff, direct hire craft professionals, and subcontracted scopes related to the construction of Energy projects in their assigned area of responsibility.

  • Ensures scope, design basis, and objectives are defined, best practices/lessons learned reviewed, detailed work plans, schedules, budgets, and procedures are established, including: Execution Plan, Contract Management Plan, and Plan for addressing critical cross-functional work processes and systems, etc. Obtains concurrence by the members of the project team, functional management, and the Customer.

  • Ensures integration of work plans of multiple execution units or entities, such as Joint Ventures. Promotes the use of constructability reviews during project execution.

  • Monitors and controls all contractual commitments to ensure that all work is being performed in accordance with the specifications, drawings, and terms of the contract, that a trend program is in place, that change orders and claims are processed in a timely manner.

  • Implements and maintains a change management control system. Ensures that all Customer communications on the prime contract are documented.

  • Facilitates with project team, the development, communication, implementation, update, and continual use of the Project Execution Plan.

  • Reviews and approves project control systems that measure progress/performance, provide early warning of deviations from Plan, and identify corrective actions to be taken.

  • Identifies quality requirements and ensures the proper processes are identified and implemented to achieve contractual quality commitments.

  • Oversees the Environmental, Safety & Health program for both the office and fieldwork environments including contractor and subcontractor activities. Ensures design is in accordance with ES&H requirements.

  • Reviews and approves bid tabulations for commitments on all major purchase orders, contracts, and sub-contracts, and approves critical changes to these documents.

  • Participates in the preparation and presents the Project Financial Status Report (PFSR) for the assigned scope of work.

  • Assists in the training of new project supervisors and other project personnel in key positions through both formal training courses and on-the-job training. Establishes a plan to provide training opportunities for project personnel.

  • Promotes the management concept of Continuous Improvement (CI) among all members of the project team. Leads the CI process for the Customer and Bechtel. Promotes, monitors, and mentors the concept of total installed cost (TIC). Initiates, promotes, and continually practices team building.

  • Promotes and facilitates communication, review progress/performance, discuss issues, and facilitate problem resolution. Develops communication plan to ensure effective communications between the project team, off-project operations, Functional Management, and Senior Management.

  • Documents all turnover activities of the work.

Qualifications and Skills

Basic Qualifications

  • University/B.S degree in Engineering, Construction Management, or related field plus 14 years of experience or 18 years of equivalent experience in heavy industrial construction with site management experience in-lieu of a degree.

Additional Qualifications

  • Minimum 10 years of experience in field supervision.

  • Minimum 5 years of experience in project management.

  • Demonstrated ability to motivate team members effectively & positively in a collaborative team environment.

  • Demonstrated ability to problem-solve in high pressure situations.

  • Demonstrated knowledge of construction engineering practices related to all disciplines.

  • Demonstrated planning, scheduling, procurement, and contracting experience.

  • Maintain, promote, and cultivate a safe work ethic and work environment within the craft professional crews.

  • Demonstrated commitment to Environment, Safety, and Health (ES&H). Demonstrable commitment to a Zero Accident safety program.

  • Demonstrated ability to communicate effectively with team members and presenting plans in a clear and concise manner.

Preferred Qualifications

  • Experience on an LNG construction site especially along the U.S. Gulf Coast.

  • Understanding of applicable Bechtel work processes including Standard Work Process Procedures.

  • Advanced knowledge of Project Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.

  • Sound understanding of performance management processes such as Six Sigma.

  • Advanced understanding of production management including scheduling.

  • Basic knowledge of cost management including estimating and forecast development.

Additional Information

Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
