Job Description:

The Lead Program Manager is responsible for directing the daily tasks and ongoing administrative functions of the program initiatives adhering to contractual obligations and subsequent reporting on program initiatives from inception to completion. These programs involve coordination with US Government and commercial partnerships. The Program Manager is responsible for the cost, schedule, and technical performance of assigned programs, proposals, and pursuits by leading cross functional teams including Program Management, Engineering, Operations, Contracts, Legal, Finance, Quality, Security, and others. Program Managers are expected to demonstrate team building, leadership, and communication skills by building relationships of trust with their teams, customers, peers, and leadership, and to effectively communicate with confidence, including regular presentations and status updates to leadership.

Candidate must possess strong verbal and written communication skills as interactions within L3Harris and the local and external customers occur daily. Candidate must be comfortable speaking in front of large audiences at the highest levels of company and customer leadership.

The qualified candidate must be able to:

  • The candidate will be responsible for the cost, schedule, and technical performance of programs or subsystems of major programs.

  • Participates in the negotiation of contract and contract changes.

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

  • Acts as primary customer contact for VSG service program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

  • Utilize Earned Value Management System (EVMS) methodology and tools to plan and execute programs, including identification and mitigation of cost, schedule, and technical risks.

  • Lead and manage teams of personnel and the ability to build and lead an effective team.

  • Set goals and empower individuals to take ownership for task assignments.

  • Assist leadership in identifying program growth opportunities in addition to facilitating capture of new opportunities with customers.

  • Have strong and effective verbal, written and interpersonal communication skills that will facilitate in creating and maintaining a collaborative work environment.

    Essential Functions :

  • The candidate will have responsibility for leading the program team to execute established plans, procedures and support the Customer.

  • The candidate will have responsibility for coordination and preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract, as well participating in the negotiation of contract.

  • The candidate will have responsibility for collaborating with Subcontractors to ensure established cost, schedule, and quality requirements are met.

  • The candidate will also be responsible for briefing customer, user, and upper management on all facets of the program.

  • The candidate will work in concert with Integrated Program Team (IPT) to establish business concepts, criteria, and critical tasks to ensure contract meets/exceeds operational and financial goals.

  • The candidate is responsible for monitoring progress to ensure adherence to the Resource-Loaded, Integrated Master Schedule, plans, and milestones.

  • The candidate will be assigned the CAM role for software development activities, and will be responsible for establishing milestones tasks, as well as monitoring performance through completion.

  • The candidate will be responsible for the cost, schedule, and technical performance of programs or subsystems of major programs

  • The candidate will be responsible for contract change management.

  • The candidate must be able to manage multiple programs at any one time with the ability to multi-task and communicate daily for status reporting.

  • Candidate must have extensive experience with Microsoft Excel, Microsoft PowerPoint, and Microsoft Word, as well as have a working knowledge of Microsoft Project.

  • The candidate must be detail oriented.

  • The candidate must be able to travel up to 25%

  • Ability to manage multiple and competing deadlines.

  • Must be able to work directly and professionally with the Customer, Company Sr Management, Subcontract Vendors, and all Functional Groups.

  • Must have excellent verbal and written communication skills.

  • Must have possess first-rate executive-level briefing skills including having an ability to engage audiences, as well as provide a confident briefing of program status (technical and financial) to Customers at the highest levels of government, as well as company executive management.

  • Must be able to work individually, as well as have a strong sense of teamwork.

  • Minimal travel is required.

  • Qualified applicant will possess excellent managerial and leadership skills

    Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

  • Active Secret with the ability to obtain TS/SCI Clearance

  • Previous aerospace or satellite service industry experience is highly desirable.

    Preferred Additional Skills:

  • Outstanding customer relationship skills.

  • Proven team leader with the ability to work and collaborate effectively across multiple engineering functional disciplines.

  • Possess strong written, verbal, and presentation skills.

  • Must be able to support multiple efforts with constant changing priorities.

  • Possess a strong understanding of satellite service industry standards.

  • Experience managing multiple complex subcontract activities

  • Knowledge of software development processes and procedures for fast-paced development environment

  • Maintain professional behavior in high-pressure situations.

  • Must have experience with entire Microsoft Office suite (Excel, PowerPoint, Word, Project, Teams, Outlook).

  • SAP Experience

  • Working understanding of Agile Methodology (sprint schedule, backlog grooming)

  • Knowledge of Atlassian JIRA (run reports)

  • Position requires the ability to obtain and maintain a security clearance accesses which requires US citizenship. Active TS/SCI clearance preferred.
