ASRC Federal Holding Company Resource Analyst (Financial Analyst) - NASA Goddard in Greenbelt, Maryland

ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Resource Analyst to support a NASA contract in Greenbelt, MD.

Responsibilities:

  • Provide full-time Resource Analyst support for the Space Science Mission Operations (SSMO) at the NASA Goddard Space Flight Center.

  • Provide financial support in the areas of budget planning and execution, monitoring contracts and task orders for cost trending analysis, working with project team members to review planned vs. actual funding status, and providing monthly status reports.

  • Budget planning and execution responsibilities include participation in Program Planning and Budget Execution (PPBE) and cost and obligation phasing plan exercises. Individual will fund project contracts and task orders in accordance with approved PPBE and Phasing plans.

  • Will fund program contracts and support services contracts using the approved PPBE or SSR plans.

  • Monitor prime contracts such as spacecraft instruments and support services contracts such as cost pools to analyze program costs. This includes working in the Center’s Contractor Cost Reporting (CCR) tool to input monthly 533 cost data, comparing planned versus actual cost and track variances to ensure costs do not exceed planned funding levels and providing management with trending analysis reports.

  • Individual will be required to review, verify, and analyze program prime and subcontracts cost data for consistency with financial and program objectives, monitor and track the progress of the financial activities.

  • Research and prepare straightforward estimates of future requirements along with historical data.

  • Verify, audit and evaluate estimates with previous costs and the total program using pre-determined formulas.

  • Summarize factual narrative information and quantitative data for monthly commitment, obligation, and process cost status reports as well as a variety of complex payment reports.

  • Knowledge of fund program contracts via the Funds Control System (FCS), move program funds to assigned Work Breakdown Structure (WBS), then fund contracts or purchases using Systems, Applications and Products in Data Processing (SAP) to create Purchase Requisitions (PRs) or using Contractor Resources Tracking System (CORTS) to add or modify a cost pool contract.

  • Responsible for developing, managing, and reporting program financial data using Business Objects (BOBJ) and the Business Explorer (BEx) tool including but not limited to monthly SSMO standard reports, reports for developing Center Monthly Status Report (MSR), and ad hoc reports requested by management and SSMO team members.

Requirements :

  • Compliance with NASA and Goddard regulations and procedural requirements is mandatory.

  • Proficient in Microsoft Office (Word, Power Point, Outlook), with a strong emphasis using Excel, including pivot tables and linking spreadsheets.

  • Ability to multi-task and successfully accomplish responsibilities within a team in a fast-paced environment; ability to manage time and meet the many reporting deadlines.

  • Strong organizational skills and attention to detail.

  • Should possess strong interpersonal and communication skills; ability to interact with all levels of professionals.

  • Experience with GSFC Financial Systems, including SAP, BOBJ, Contractor Cost Reporting System, Funds Control System, and CORTS is desired.

  • Experience in the areas of budget planning and execution for reimbursable funded projects is a strong plus.

  • Must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

Education and Experience:

Bachelor’s Degree and two (2) years of related experience or six (6) years of experience in lieu of a degree.
