Insight Global PHMSA Regulatory Specialist in Greeley, Colorado

Job Description

Insight Global is looking for a PHMSA Regulatory Advisor to join a large oil and gas provider in Greeley, CO. The main responsibilities for this individual will be to provide regulatory compliance consulting and training which includes conducting compliance audits, creating DOT operations & maintenance manuals, creating public awareness and operator qualifications programs, control room and distribution integrity management, creating emergency response plans for EPA, USCG and DOT, providing support for PHA/PSM/HAZOP studies and creating integrated contingency plans.

Additionally, this person will be providing integrity management consulting as well which may include the development of pipeline Integrity Management Programs (IMP), gap analysis and PHMSA IMP audit support, High Consequence Area (HCA) identification, risk analysis and process design & model development, evaluation of preventive & mitigative measures, In-line inspection data review & integration, terminal & facility risk assessments, pipeline GIS and data management, third-party pipeline software evaluation, pipeline inspection and turn-key support and IMP training. Also, there will be technical documentation duties supporting SOP writing/editing, training manuals, operation instruction, etc. This person will not only be creating correction plans for anything that is not currently in compliance with PHMSA requirements but also working cross-functionally across divisions to help drive them to completion. That said, this person will need to have great personal and communication skills. Lastly, this person will help with 1 PSM facility as well so strong OSHA knowledge is also required.

Skills and Requirements

  • 10+ years of experience working within oil and gas compliance and regulation

  • Subject matter expert knowledge of PHMSA and experience conducting audits, training, consultation, etc. for oil & gas operators

  • Strong knowledge of OSHA for PSM facilities.

  • Oil and gas experience ideally, but PSM facility experience could also work.

  • Strong project and time management skills - Experience working at a government/regulatory agency (PHMSA, DOT, etc.)

  • Bachelor's or Master's degree null
