National Park Service Maintenance Worker Supervisor (Trails) in Grand Canyon, Arizona

Summary This position is located in Grand Canyon National Park, in the Facility Management Division. Responsibilities Major Duties: Must be able to provide overall management of a trails, livestock, compost toilet, and boundary fence maintenance operation including the planning, estimating, scheduling, and completion of complex work projects, equipment replacement, preventative maintenance, snow removal, new construction, and recurring work. Work proactively and collaboratively to ensure operational needs are met and projects are executed. Select, assign, and explain work assignments to subordinates to ensure a complete understanding of work methods and procedures. Oversee a safety program for a trails program. Serve as Contracting Officer's Representative (COR) on government construction and/or service contracts and as Agreement Technical Representative (ATR) on task agreements. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to travel overnight away from home up to 16 nights per month. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability to Lead or Supervise (SCREEN OUT) The Maintenance Worker Supervisor assists the Trails Program Manager in the oversight of all operational, maintenance and construction activities for the trails, livestock, composting toilet, and boundary fence programs at Grand Canyon. Incumbents to this position have oversight in the execution of work associated with repair/rehabilitation, cyclic, and emergency maintenance for a network of more than 600 miles of existing trails and associated trail side features, winter snow removal of paved front-country trails and construction of new trails. The Maintenance Worker Supervisor also supervises a livestock program in excess of 25 head of mules to execute packing operations that deliver supplies and materials to support remote duty stations and dispersed field crews. Incumbents oversee operational and maintenance activities associated with a dispersed network of composting toilets. Composting toilet operational activities include restocking supplies, removal of human waste, and cleaning toilet stalls. Maintenance activities include but are not limited to; toilet riser replacement and general exterior envelope maintenance (including photovoltaic systems, mechanical parts, doors, porches, roofs, etc.) of the composting toilets. Incumbents to this position oversee execution of work associated with repair/rehabilitation, cyclic and emergency maintenance of the parks more than 200 miles of boundary fence and access gates. I am able to perform the full range of Maintenance Worker Supervisor tasks listed above under close supervision. Physical Demands: Incumbent supervises complex maintenance and construction programs involving a culturally diverse group of employees performing a variety of work in an inherently hazardous work environment. Functions and skills include, but are not limited to: - Front country paved and unpaved trail construction and repair. - Backcountry paved and unpaved trail construction and repair. - Compost toilet maintenance and repair. - Hazard tree removal and maintenance. - Fall protection programs and standards for rural work settings. - Packing supplies and equipment by foot, mule, or helicopter. - Historic and modern buildings and structures maintenance and repair. - Construction and repair of wet and dry laid retaining walls. - Construction and repair of log or stone checks, steps, and water bars. - Trailside shelter maintenance and repair. - Custodial supervision (compost toilets). - Heavy equipment operations. - Hand and mechanized tool operations. Working Conditions: Incumbent is often required to travel to remote job sites. Park trails programs operate in a broad, topographically diverse, geographic area consisting of more than 1.2 million acres with elevation ranging from 1,000 to 9,000 feet. Terrain requires movement of people and supplies by helicopter, mule, river raft, motor vehicle, and foot. There are more than 600 miles of trails located throughout the park and all trails are subject to some level of maintenance. Construction and maintenance are performed throughout the year. Employees work a variety of schedules, including a standard of nine (8) days on and five (6) days off schedule, but emergencies may dictate continuous work of up to 30 days. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
