Job Description

The National Renewable Energy Laboratory (NREL), located at the foothills of the Rocky Mountains in Golden, Colorado is the nation's primary laboratory for research and development of renewable energy and energy efficiency technologies. Within the Office of the CFO, the Accounting department works closely with each of the lab's 7 Directorates to advise and execute the full array of accounting services to meet our research and development project needs.

NREL’s indirect rates and standard labor rates are developed by the Financial Planning and Analysis Group. The Accounting Professional will serve as an integral part of monitoring the accuracy of applied rates within NREL’s accounting system. The Accounting Professional will be responsible for performing reconciliations of applied rates to approved rates, identifying any necessary updates or changes to accounting records, and submitting adjusting entries, to ensure compliance with generally accepted accounting principles (GAAP), federal accounting standards (SFFAS), Cost Accounting Standards (CAS), applicable laws, regulations, DOE contractual requirements, and NREL and Alliance policies and procedures. The Accounting Professional will work closely with the FP&A Rates and Pricing Team and the Internal Controls and Compliance Team to assist in identifying any corrections or systematic issues that may impact NREL’s compliance with the approved disclosure statement or CAS as a result of misapplication of approved rates and assist in any required systematic or process changes. Additionally, as the Accounting Professional with NREL, you will also be responsible for monitoring compliance with multi-state sales and use tax, multi-state income tax withholding, and foreign payment withholding for the organization.

  • Ensure compliance with government Cost Accounting Standards, and Federal Acquisition Regulations.

  • Interpret and assist in the implementation Cost Accounting Standards (CAS) and the Federal Acquisition Regulations (FAR).

  • Assist in the preparation of NREL’s CAS Disclosure Statement and ensuring compliance.

  • Assist in the annual government cost proposal as needed.

  • Assist in system entry, monitoring, and reconciliation of all indirect rates.

  • Ensure all adjustments to indirect rates are following policy and NREL’s CAS disclosure statement.

  • Perform complex financial analysis and reconciliations of data including approved rates for billing and cost proposal.

  • Assist in the preparation of the annual Incurred Cost Submission.

  • Prepare external and internal ad hoc financials and accounting report requests.

  • Provide support for internal and external audit requests as needed.

  • Ensure processes are established and operating effectively to record transactions to ensure they are accurately reflected in the accounting records in compliance with GAAP, other accounting guidelines and internal policies and procedures.

  • Manage and maintain sales tax exemption certificates.

  • Make nexus determinations for exempt purchases.

  • Evaluate tax treaty claims for foreign payment withholding.

  • Review and approve withholding amounts on invoices for all international payments, with an awareness of IRS withholding agent responsibilities.

  • Prepare 1042 and 1042-S income tax withholding filings.

  • Perform research related to new tax laws and/or tax planning projects.

  • Assisting members of the accounting team with projects on an ad-hoc basis.

  • Other accounting and financial operations duties as assigned.

The successful candidate will be a continuous learner, thinks critically towards complex analysis, takes initiative and has attention to detail. We are looking for someone who can contribute with a high standard of CAS compliance and contribute towards process and reporting improvements for the OCFO. This role focuses on fast-paced and highly diverse set of challenges on a daily basis - no two days are the same. This team is viewed as valuable business advisors to provide consultation across the lab, so we can continue to do our highly accountable and good work on researching renewables and energy efficiency technology.

Basic Qualifications

Professional III - Accounting - Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education/experience in accounting, finance, taxation or similar field. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education/experience in accounting, finance, taxation or similar field. Or, relevant PhD or equivalent relevant education/experience in accounting, finance, taxation or similar field. Or, relevant JD or equivalent relevant education/experience in accounting, finance, taxation or similar field.

Professional II - Accounting - Relevant Bachelor's Degree and 2 or more years of experience or equivalent relevant education/experience in accounting, finance, taxation or similar field. Or, relevant Master's Degree or equivalent relevant education/experience in accounting, finance, taxation or similar field.

Additional Required Qualifications

Working knowledge of accounting and financial concepts and principles. Demonstrated knowledge and experience to interpret and apply GAAP and CAS; financial accounting and cost accounting; developing, interpreting and applying financial policies and procedures. Comprehensive knowledge of accounting systems with the ability to effectively analyze account activity across all accounting processes. Strong organizational skills and demonstrated experience working as a team member in a deadline driven environment. Strong interpersonal, written, and verbal communication skills to effectively present detailed and complex information in an understandable manner. Detail oriented with strong analytical and problem-solving skills to proactively identify issues and solution implementation. Intermediate level data aggregation and spreadsheet skills. Ability to handle multiple responsibilities concurrently and have the ability to work independently as well as in a team environment.

Preferred Qualifications

  • Demonstrated experience with Oracle financial applications.

  • Prior government contractor experience is a plus - familiarity with the FAR and CAS.

  • Demonstrated experience and knowledge to interpret and apply GAAP and CAS; financial accounting and cost accounting; developing, interpreting and applying financial policies and procedures.

  • Masters in Accounting is a plus.

  • Licensed CPA or CPA Candidate is a plus.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional III / Annual Salary Range: $73,200 - $120,800

Job Profile: Professional II / Annual Salary Range: $63,600 - $104,900
