Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Project Analyst - CIP in our Public Works Engineering Department.

The Project Analyst supports CIP Manager and Project Managers with project accounting, budgeting/expenditures paying considerable attention to accounting details for contracts, budgets and vendors invoicing and payments. Research of CIP funding, responding to inquiries and adjustments regarding project budgets and expenditures, assisting with project managers monthly cost allocations. Assists in contract management by processing contracts from beginning of advertisement through closeout to include submittal of RFQs; Bids; change orders; bond and insurance to appropriate systems; preparation of scoring sheets; interview packets; tracking of PPV forms in contract procurement; creation of requisitions. contract number and purchase orders in the Town’s Financial software. Supports CIP project managers with Right-of-Way (ROW) acquisition process to include but not limited to tracking outstanding CIP acquisitions; assisting in the final paperwork for sale of property including Order of Immediate Possession, ROW and Escrow Documents and submits final documents for filing. Serves as Administrator for Project Management software to assign users to project roles on projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Inputs project accounting details into financial management and project management software.

  • Supports contract procurement and management.

  • Supports Right-of-Way acquisition.

  • Data entry and overall CIP program tracking for annual CIP update and project account tracking.

  • Administrator of project management software.

  • Provides project file closeout to Town Clerk.

  • Other duties as assigned.

This position is an At-Will position and is FLSA Exempt - ineligible for overtime compensation.

MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS:

  • Bachelors’ Degree in either Engineering, Construction Management, Public or Business Administration.

  • Up to one year of specialized or technical training beyond high school in Project or contract management and general accounting principles.

  • 5 years of experience in project/general accounting principles.

  • 2 years of experience in Right-of-Way acquisition Preferred.

  • 2 years of data entry and report writing experience.

  • Equivalent combination of education and experience

LICENSING/CERTIFICATIONS:

  • Licensed Notary Public within 6 months of hire

  • Data Base Administration Certification Preferred.
