This position traditionally starts at an annual salary of $53,222. Salary for this position may be commensurate with education and job experience.

Role Overview:

The LCPA Licensing Specialist is responsible for licensing and monitoring Child Placing Agencies throughout Indiana. Annual onsite reviews will be conducted for all assigned Licensed Child Placing Agencies. The Licensing Specialist is responsible for reviewing agency policies, employee files, child files, and foster home files maintained by the agency, as applicable. The Licensing Specialist assists the agency through licensure (and contract issuance, if applicable) and addressing non-compliances. This position strives to assist LCPAs to provide best practices in serving the youth and to improve the outcomes for the youth served.

A Day in the Life:

The essential elements of the job duties:

  • Provide critical support for processing and tracking licensing documentation to maintain compliance with licensing and contract standards and practices.

  • License, monitor, and audit Licensed Child Placing Agencies (LCPAs) and residential facilities to ensure adherence to licensing statute, contract, and relevant service standards.

  • Monitor and complete waivers, variances, and exceptions for LCPAs and residential facilities.

  • Facilitate training programs regarding residential licensing.

  • Investigate complaints made about assigned LCPAs and residential facilities, including visiting facilities, reviewing records and reports, and reporting findings.

  • Monitor and update facility information.

  • Respond to internal and external inquiries regarding residential licensing.

  • Monitor all facilities’/agencies’ abuse and neglect reports on a weekly basis or more frequently if needed and conduct follow-up regarding any licensing concerns identified in said reports.

  • Collaborate with ICPS and conduct joint assessments when needed.

  • Ensure licensed and contracted agencies take appropriate corrective action when concerns are identified, and a plan of correction is requested. Specialists also monitor the implementation of plans of correction which can include on-going announced and unannounced site visits and review of various forms of documentation.

  • Conduct interviews of children, agency/facility staff, and other stakeholders to conduct audits and investigate concerns.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor’s degree from accredited college university.

  • Thorough knowledge of state and/or federal laws, regulations, guidelines, and standards affecting child protection services, foster care, family preservation and adoption. Specialized knowledge of principles and practices of Child Welfare, Social work, Case Management and Child Development.

  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

  • Ability to exercise sound judgement and review multiple forms of supporting documentation/evidence while investigating licensing concerns.

  • Ability to manage multiple priorities, many of a life-threatening nature, to ensure safety of families and children.

  • Ability to work with families of diverse cultural/ethnic backgrounds.

  • Specialized knowledge of all residential licensing procedures and policies.

  • Ability to maintain confidential information.

  • Ability to maintain effective working relationships with other members of the unit, DCS personnel from other divisions, and external stakeholders and customers.

  • Required to maintain a valid drivers’ license.

  • Ability to problem solve independently; manage assigned work with minimum direction; maintain confidential information.

  • Effective communication skills.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
