Department Summary:

The National Cybersecurity Division of the National Cybersecurity FFRDC (NCF) is part of the Center for Securing the Homeland (CSH). The NCF is focused on the development and implementation of best practices and technological advancements for current and emerging technology areas related to cybersecurity. The Chief Engineer will help lead the divisions efforts for technical quality, technical impact, strategy development, staff development, partnerships and initiatives as well as our organizational conflict of interest program.

Roles and Responsibilities:

Technical Quality

  • Drive technical quality and lead the development of technical quality standards for the Division

  • Provide input on the quality of goals and operationalization of the good growth strategy in partnership with business and people leadership, including the quality of staff hired, staff development, and training initiatives necessary to ensure appropriate technical quality is achieved

Technical Impact

  • Ensure that individual projects work together as integrated programs where possible to achieve greater impact on sponsor missions than they could individually

  • Ensure that individual projects are informing important sponsor decisions and improving the sponsor’s ability to accomplish their mission

Strategy Development

  • Develop the strategy for enhancing critical technical expertise/capability or the utilization of critical technical expertise/capability within the division by leveraging research opportunities, internal and external initiatives, and partnerships

  • Develop the strategy for enhancing critical technical specialties or the utilization of technical specialties within the division, including the ability to call for a technical review on a specific project within the appropriate organizational scope

Staff Development

  • Mentor, train, and develop staff within the appropriate organizational scope

  • Contribute to staff development, talent assessment, and planning (hiring, mentoring, and training needs), including senior staff across Centers.

  • Develop and define cultural initiatives in partnership with others to meet desired organizational culture

Partnership and Initiatives

  • Lead cross-Division/Division technical initiatives with notable complexity, developing strategy for project execution

  • Lead cross-Program and Project-level technical initiatives

  • Develop and maintain relationships with key technical leaders across MITRE program divisions, MITRE Labs, and externally to grow new collaboration opportunities.

  • Coordinate technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on technical products.

Conflict of Interest

  • Serve as the FFRDCs Organizational Conflict of Interest (OCI) lead by overseeing the OCI program for projects and people

Basic Qualifications:

  • Typically requires a minimum of 12 years of related experience with a bachelor’s degree; or 10 years and a master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Technical expertise and recognition in a branch of cybersecurity.

  • Excellent written and verbal communication skills to articulate challenging technical concepts to both untrained and expert audiences.

  • Inspires trust through vision for the program and the work environment they create; a demonstrated leader MITRE people want to follow.

  • Can-do attitude and history of entrepreneurial success.

  • Ability to exert meaningful influence over strategic decisions in complex, multi-stakeholder, and collaborative environments.

  • Demonstrated track record in learning about and rapidly responding to new problems across a variety of domains.

  • Demonstrated understanding of state of the art and best practices in cybersecurity and key technical communities outside of MITRE.

  • Demonstrated proficiency in both virtual and live presentation of complex technical issues.

  • Ability to obtain and maintain a DHS SCI/Fitness clearance within one year of employment.

  • This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

  • Ph.D. in computer science, engineering, cybersecurity related technical field or equivalent practical experience

  • Ability to create, articulate, and motivate transformative concepts and outcomes and achieve practical outcomes in complex operational environments.

  • Demonstrated expertise in broad areas of cybersecurity spanning across civil sectors and national security missions.

  • Demonstrated track record in building strong internal and external partnerships.

  • Experience with leveraging solutions from leading academic and commercial research groups.
