South Middlesex Opportunity Council Community Support Services Administrative Coo in Framingham, Massachusetts

SUMMARY

The Community Support Services (CSS) department leases SRO’s and apartment units on behalf of chronically homeless men and women in Metro West, Lowell and Worcester. Support services are funded by the Masshealth CSPECH level of care. This position provides coordination rental assistance, Medicaid billing, and administrative business operations to CSS programs.

PRIMARY RESPONSIBILITIES

  • Maintain lease documents for the units used in unaccompanied single adults programs

  • Ensure the necessary paperwork is prepared, executed and delivered to the correct parties

  • Update and verify accuracy of monthly rent rolls for leased units and for SMOC Non Profit Housing

  • Complete move - in and move - out paperwork for SMOC owned units including income verification

  • Interface with SMOC Non Profit Housing and Private property owners to ensure compliance with program and house rules, lease and rental agreements.

  • Assist Case management team with completion of voucher applications and recertifications.

  • Maintain close working relationships with partner agencies and voucher administrators.

  • Ensure compliance with program/department, agency and/or funder requirements and policies & procedures.

  • Ensure all participants meet the respective requirements for entry into the programs and that all required documentation is included in the client file.

  • Conduct initial service needs assessment with all clients entering the program.

  • Maintain accurate program rosters for billing and reporting purposes.

  • Manage and track rental and program fee collection.

  • Act as liaison with SBH billing department to submit weekly CSPECH billing reports

  • Work with program supervisors to ensure client eligibility issues are addressed and corrected as necessary

  • Ensure admissions and discharges are properly recorded

  • Ensure compliance with program/department, agency and/or funder requirements and policies & procedures.

  • Attend & participate in team meetings as requested and communicate effectively with clients and staff in other areas.

  • Maintain confidentiality of client, employee and agency information in accordance with federal and state laws and funder requirements.

  • Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.

  • Other duties as assigned.

KNOWLEDGE AND SKILL REQUIREMENTS

  • Bachelor’s degree or related experience.

  • Excellent verbal and written communication skills; ability to communicate effectively with tenants, house managers and other agencies

  • Knowledge of MS Office, databases and data entry skills required

  • Demonstrated ability to work with diverse groups in various settings a must.

  • Ability to work independently, strong organizational and interpersonal skills.

  • Must have a valid driver’s license, reliable transportation and travel across Metro West region.

ORGANIZATIONAL RELATIONSHIP

  • Directly reports to Director of Community Support Services.

  • Direct reports of this position are none.

PHYSICAL REQUIREMENTS

  • Ability to drive.

  • Ability to ascend and descend stairs.

WORKING CONDITIONS

Travel within assigned area is required. May work out of multi sites. Many of our sites are residential and are not handicapped accessible. As part of the responsibilities of this position, the Community Support Services Rental Assistance Coordinator will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
