POSITION DEFINITION: The Senior Capital Price and Cost Analyst has a strong understanding of accounting practices and data trend analyses, proposal cost development, construction cost accounting, and standard concepts and practices related to the procedures of water and wastewater systems. The Senior Capital Price and Cost Analyst is a skilled individual with extensive direct experience in the development and preparation of in-depth project cost analysis and/or proposal pricing analysis, document preparation, bid preparation and adjustment filings, developing pricing and catalog templates, tools and reports for new or existing business, competitor analysis, and document review and submission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Senior Capital Price and Cost Analyst provides support in the following areas:
Manages the development, preparation, and implementation of pricing for new Utility Privatization contracts as well as existing contract modifications
Evaluates information to determine feasibility of proposals or to identify factors requiring amendment
Manages the development, preparation, and evaluation of the operating budget
Analyzes and prepares estimated impact on contract pricing based on planned and completed capital construction projects
Timely and accurate preparation of monthly capital revenue forecasting models
Assists in the development of and manages updates and improvements to the capital construction cost catalog
Researches historical pricing trends based on ASUS capital pricing database
Generates project cost reports, direct construction margin reports, and other ad hoc reports to support regular financial reviews and business management
Generates and maintains key financial reports and presentation material for high level audiences, including the Board of Directors and ASUS Leadership
Manages the development of recapitalization pricing and initial system deficiencies pricing, along with subsequent analyses and monitoring
Develops and prepares special project information for privatization operations, capital, and financial requirements as needed
Oversees process improvement and evaluates on an on-going basis the consistent application of company policies and standards relating to cost modeling for both Capital projects and utility privatization contracts
Manages and performs timely and accurate preparation of quarterly and annual updates on status of prospective new contract opportunities, contract expansions, modifications, and asset transfers, including Economic Price Adjustments (EPAs)
Oversees the development of annual capital and O&M budget processes
Manages the development and preparation of analyses and schedules for and liaison with internal and external auditors (including DCAA auditors)
Develops and provides training on privatization-related or financial-related topics to personnel at subsidiary operations
Oversees the analysis of the performance of special privatization, operations, financial, and budgeting studies as required or requested
Leads price proposal development activities for strategic future alternative revenue opportunities
Functions as a lead or alternate negotiator for price-related negotiation messages received from the contracting officials for both new contract opportunities and annual economic price adjustments
Evaluates strategic growth opportunities identified for potential procurement opportunities by collaborating with business leaders across the enterprise, conducting analysis, and providing leadership with specific, conclusive recommendations
Manages the development of bid strategies, contract structuring, financing and credit assessment of opportunities
Develops, shapes and tracks potential opportunities and matches service and product offerings with customer needs. Works with subsidiary and BD teams to identify solutions by combining current service offerings and strategic price to meet customer needs
Identifies creative pricing approaches to aid the development/structuring of new opportunities to meet customer needs and supports business plan priorities
Ensures effective and timely contract and project documentation from the qualification process through the development of the project and contract negotiation history data and ensures data is updated to enable efficient transition to the Operations team
Assists Operations to ensure timely and successful transition of new contract awards while staying within budget targets; tasks shall include budget-to-actual reporting, budget projections, and identification of potential overrun
Leads annual pricing reviews and updates for all proposal line items including standard, non-standard assets, and Plant Property & Equipment (PP&E)
Analyzes pricing data from industry standards, previous sales trends and competitors and report data to decision-makers
Identifies marketing strategies to increase profits
Develops measurement tools to identify changing market trends
Interfaces with company/corporate personnel to ensure compliance with Company and corporate policies, procedures, requirements, and guidelines
Serves as an action point for privatization-related financial questions affecting ASUS and/or its subsidiaries
Performs other tasks as assigned

MINIMUM POSITION QUALIFICATIONS:
Bachelor’s degree in engineering, business administration, finance, accounting or closely related field AND no less than 10 years of experience in the area of accounting, including at least 5 years of experience in construction or cost accounting and familiarity with bid-proposal cost buildup
United States Citizenship
Ability to gain and maintain access to department of defense installations and other federal and state secured sites by way of passing relevant, government background check
Experience in government utility privatization, government contracts, privatization proposal development, government negotiation processes, operations startups, contract pricing preferred
Experience with accounting for U.S. government contracts with a solid understanding of Federal Acquisition Regulations Part 31 and unallowable costs strongly preferred
Experience with and full understanding of accounting rules pursuant to U.S. Generally Accepted Accounting Principles (GAAP) Codification of Accounting Standards No. 605-35,Construction-Type- and Production-Type Contracts(previously Statement of Position No. 81-1) accounting pronouncement preferred
Experience with JD Edwards and Hubble Analytics software strongly preferred
· Proficient in the use of computerized office equipment and programs (e.g. MS Office, MS XP, MS Vista, Adobe products)
· Knowledge of project management processes
· Excellent communication (both oral and written) and analytical skills
· Good to excellent presentation and leadership skills
· Ability to work independently to resolve issues
· Ability to work in a fast-paced environment to research, analyze and interpret data
· Ability to build relationships with various personalities and work as part of a team to achieve common business goals

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
